52.212-1 -- Instructions to Offerors -- Commercial Items (February 2012), by reference (see SF 1449, Block 27a)
Addendum to 52.212-1 – Proposal Instructions
While the intent of each task is spelled out in the Performance Work Statement (PWS), it is up to the offeror to propose the most effective method for carrying out these tasks. The task specifications contained in the PWS are a starting point; the proposal is expected to build on them, not simply repeat the language contained in the PWS. It is important that the offeror completely address all the tasks described in PWS. Where specific due dates for deliverables are listed in the schedule of deliverables, the offeror is expected to include these dates in the technical proposal. Any proposed changes to the scope of the work or to the deliverable dates shall be justified.
Assured results in terms of obtaining and analyzing high quality data, analytical procedures, reporting results, and cost-effectiveness are all of the utmost importance. The technical proposal should be written in enough detail to allow a review panel to adequately judge its full merits. The panel will not make assumptions or guesses.
Offerors are requested to use the proposal format described below:
A. Organization of Proposal
Each offer shall consist of two separately packaged proposals: (1) a technical proposal, and (2) a business proposal. All information necessary to judge the technical soundness and management capabilities of the offeror will be contained in the technical proposal. The business proposal will contain all information related to the determination of the costs associated with each of the project’s tasks. The technical proposal will not contain any reference to specific costs, but resource information (e.g. staff hours) may be included so that the offeror’s understanding of the scope of the work may be evaluated. Authors of each section will be clearly identified in the proposal’s Table of Contents.
B. Format/ Content of the Technical Proposal
The technical proposal should be limited to a maximum of 40 double-spaced pages using font size no smaller than 12 points. The page limit includes the narrative, and corresponding tables and graphics. Specifications pertaining to font and spacing do not apply to tables, figures, or exhibits. Any pages over 40 shall not be considered. The page limit excludes resumes and letters agreements from subcontractor or partners if any. Offerors shall follow the format and content requirements detailed below in preparing their technical proposals.
PAGE 15 OF 49 ED-OSE-12-R-0027
The technical proposal shall contain:
1. Table of Contents. The proposal should include a Table of Contents as a means of quickly accessing important points of discussion in the proposal.
2. Introduction. The Introduction should briefly describe the offeror’s overall plan for achieving the objectives of this contract, the scope of work, intended products, and the applicability of these products to the objectives. Additionally, the introduction shall include a short summary of the offeror’s qualifications and unique strengths relevant to this activity.
3. Technical Approach. The offeror should fully demonstrate their understanding of IDEA Part D National Programs performance measures for the four Part D programs identified in the Performance Work Statement (PWS) and the operationalization of associated objectives and measures. Describe the offeror’s knowledge of potential extant data sources to refine the way these measures are operationalized. Describe the offeror’s expertise in GRPA evaluation research using both qualitative and quantitative methods.
The offeror should demonstrate a practical and comprehensive technical approach to fulfill the requirements of the PWS. Offerors shall indicate the name of key personnel assigned to each task. In addition to comprehensive responses to the tasks described in the PWS, offerors shall provide in their technical proposal initial approaches to the following questions/considerations:
• What methods (i.e., design, data collection, and analyses) can be employed to improve the usefulness of the Annual Reports described in the PWS as obtained against the GPRA Performance Measures (see FY 2011 IDEA Part D performance reports and “Explanation” sections for approaches to GPRA measures which can be found at:
http://www.ed.gov/about/reports/annual/2010report/program.html)
In addressing this broad question, discuss:
• What are some potential pitfalls or concerns about the validity or reliability of results published in Annual GPRA Evaluation Reports such as that described under Subtask 2 of the PWS?
• How might the implementation of the Technical Assistance & Dissemination (TA&D) or the Parent Program efficiency measures of PART D (not the measure itself, which may not change) as illustrated in the “Explanation” sections of the online reports be refined or improved to increase their utility in guiding TA&D or Parent Program improvement ?
4. Proposed Key Personnel. The proposed key personnel section should indicate clearly the relationship between staff expertise and experience and proposed task assignment this contract.
Key personnel should demonstrate expertise and experience in GPRA/PART or similar program evaluation research.
PAGE 16 OF 49 ED-OSE-12-R-0027
Resumes should be included for all key personnel for this contract, including key personnel from subcontractors. Resumes should document only directly related experience, educational background, publications, and professional activities. All resumes should share a common format and organization. A letter of commitment from all proposed key personnel not currently employed by the offeror should be included. The need for any proposed consultants shall also be fully justified, including how they would contribute to the project. Consultant resumes shall be provided.
If key personnel are unknown at the time of submission, a position description (including job duties, qualifications required, and selection criteria) should be substituted for resumes. Upon review of the resumes, the U.S. Department of Education shall have approval rights of the individuals selected by the contractor to staff the team, including project director. By listing key personnel as part of the proposal this represents a firm commitment by the offeror to use said personnel to carry out the activities in the performance work statement.
5. Management Plan. The offeror should provide a summary description of the management control system that is used internally for planning, scheduling, budgeting, managing, and reporting the accomplishments of this requirement. The offeror must describe how the internal management control system will be applied to the work of this proposal as specified in the Evaluation Criteria. The application of the proposed management system should include procedures for controlling expenditures, procedures for controlling the quality of products/ services and procedures for early identification of potential problems in carrying out task activities and their resolution.
In addition to describing the management system, the offeror should present the following information in the process:
• Sub-contractual arrangements including the work to be done, responsibilities for tasks, reporting arrangements, and any other terms of the agreement. A letter from the proposed subcontractor delineating the nature of the agreement must be included;
• Time commitments, to be expressed in person-hours and shown in tabular form as follows:
Staff Member??Task#??Total???%FTE The offeror should outline all existing obligations over the period of the contract for staff proposed for the contract, including the percentage of time allotted to existing projects.
The chart shall include a total for each tasks and for the entire contract.
• A schedule of task activities and the delivery of products in calendar weeks from the effective date of the contract;
• Charts (e.g., GANTT charts) showing the interrelationships of tasks plotted on a time scale.
• Provide time for any contractor internal review and clearance procedures as well as department review.
• Provide listings of materials or services the offeror expects the department to make available (e.g., data, reports, etc.).
PAGE 17 OF 49 ED-OSE-12-R-0027
In summary, the management approach should provide assurance that all tasks can be completed on time, and with a high level of quality. For planning purposes, contract award is planned for June 2012.
6. Experience and Past Performance. This section should describe the offeror’s relevant past and current experience in conducting projects of a similar or comparable nature. The offeror should demonstrate experience in GRPA or PART evaluations and the development of annual reports.
Brief summaries of such work should be submitted, including the names, current affiliations, and current telephone numbers appropriate references. Include also (1) vehicle number and type, (2) funding agency (DOL, HHS, etc.), (3) original dollar value and final dollar value (including options if a contract), (4) original completion date and final (or current) completion date, (5) description of the effort, (6) relevance of this work to this contract, (7) performance experience summary, (8)describe the scope of effort, (9) describe methodology and tools used, (10) describe the challenges in the effort and how they were overcome, and (11) describe why the effort is considered “successful.”
It is the responsibility of the offeror to ensure that telephone numbers and points of contact for references are current and accurate. Inability to contact references may figure negatively in any evaluation of past performance. The Government also reserves the right to obtain past performance information from other sources.
7. Use of Subcontractor and Consultants
Proposals may include plans to subcontract part of the work not to exceed 51% of the level of effort, provided that evidence is presented that any proposed subcontractor is fully capable of performing the assigned tasks, and that the offeror has effective control of the participation of the subcontractor(s) in the project. Proposal should identify the roles in which consultant should serve on this contract. Letter(s) by proposed subcontractors/consultants indicating willingness to serve, if selected, must be included with the offeror’s proposal.

Offerors shall submit a complete cost build-up to include the identification of proposed labor categories by named individuals, level of effort, other direct costs, indirect costs, and profit/fee.
The costs shall be presented by task by year and shall include any applicable assumptions used to formulate the cost build-up.
