PROPOSAL EVALUATION PLAN AND EVALUATION CRITERIA
This acquisition will utilize the Lowest Priced Technically Acceptable (LPTA) procedure to make a best value award. A decision on the technical acceptability of each offeror’s quotations will be made. For those offerors which are determined to be technically acceptable, award will be made to that vendor with the lowest overall price. While the Government will strive for maximum objectivity, the technical go/no go process, by its nature, is subjective; therefore, professional judgment is implicit throughout the evaluation process. The Government intends to make an award based on the initial quotations. If further questions are required, the contracting officer may contact the offeror or offerors. Award will be made to the responsible offeror whose quotation conforms to all solicitation requirements, such as terms and conditions, representations and certifications, technical requirements, and also provides the best value to the Government based on the results of the evaluation described below.
The LPTA evaluation process will be accomplished as follows:
Technical Acceptability
Each offeror’s technical quotations will be evaluated to determine if the offeror provides a sound, compliant approach that meets the requirements listed under Technical Evaluation Factors.
An evaluation rating of Technically Acceptable / Not Acceptable will be assigned upon completion of the technical quotations evaluation. If an offeror receives a technical rating of “Non-Acceptable” they will not be considered for task order award.
Price Quotation Evaluation The offeror’s price will be evaluated by contract line item level and the technically acceptable offerors will be ranked according to lowest overall price. Quotations will be evaluated, for award purposes, based upon the total price proposed for the base period and all options.
If adequate price competition is not obtained or if price reasonableness cannot be determined using price analysis of Government-obtained information, additional information in accordance with FAR 15.4 may be required to support the proposed price.
Technical Evaluation Factors The following technical evaluation sub-factors are equivalent in terms of importance:
1) Technical Methodology – The offeror’s proposed technical approach shall provide a comprehensive and quality solution to achieving the goals and objectives, as outlined in the statement of work.
2) Corporate Experiences – The offeror, to include any major subcontractor(s)/teams, possesses the corporate experiences performing work that is similar in size, scope, and complexity to the tasks identified in the requirements document.
3) Location of Facility – The offeror’s proposed facility must be located within one block of 1010 Walnut Street, Kansas City, Missouri, 64106.
4) Access to Facility – The offeror’s proposed solution allows for after-hours access to the facility.
The following definitions shall be considered when evaluating the proposed technical solution:
Acceptable- The proposal demonstrates an approach which is capable of meeting all requirements and/or objectives. The approach includes both advantages and disadvantages that are characteristics of substance, where the advantages are not outweighed by the disadvantages. Collectively, the advantages and disadvantages are likely to result in acceptable performance.
Not Acceptable- The proposal demonstrates an approach which is based on a very high risk, and/or will very likely not be capable of meeting all requirements and objectives. This approach has numerous disadvantages of substance, and advantages which, if they exist, are far outweighed by disadvantages. Collectively, the advantages and disadvantages will not result in satisfactory performance.
Past Performance Evaluation Factors
In addition to determining if the declared past performance is relevant and similar in size, scope and complexity, past performance shall be evaluated based on the following evaluation factors that are of equal importance:
1) Quality of Product or Service
2) Problem Resolution
3) Cost Control
4) Timeliness of Performance
5) Business Relations
6) Customer Service
