RESPONSES TO CLARIFICATION QUESTIONS

July 13, 2017

PAGE 3 OF 14 EDNAG17R00020001

Responses to Questions: ED-NAG-17-R-0002

The following responses to clarification questions are provided as an amendment to the Request for Proposals (RFP).

General Questions:

1. Can companies from outside USA (India or Canada) apply for this?

This procurement is set aside for small businesses. The size standards are established by the Small Business Administration (SBA), see www.sba.gov. In order to meet the “small business” standards, a business must:

• Be organized for profit;

• Be based in the U.S.;

• Operate primarily within the U.S. or make a significant contribution to the U.S.

economy through payment of taxes or use of American products, materials, or labor;

• Be independently owned and operated;

• Not dominant in its field on a national basis.

In order to be certified as a small business, an offeror must register as a government contractor in the System for Award Management (SAM) at www.sam.gov and must self-certify the business as a small business. See also the following link that provides information on whether an offeror is qualified to bid on federal government contracts:

https://uscontractorregistration.com/qualify/

2. Can we perform the tasks outside USA (India or Canada)?

Due to the requirement to have ongoing meetings with the contractor and due to the need to review proposed event locations/venues in the Washington DC area, we prefer to have the work undertaken by U.S. based contractors. If an offeror is located outside the country, additional travel costs would be involved for meetings that cannot be convened in person. Such additional costs would add to the overall project costs as well.

3. Can you confirm that The District Communications Group is the current incumbent?

Yes

4. What are the incumbent contracts and amounts for this work?

The current contract value is $2,755,278.62 and the period of performance is 27 months.

5. Per the USED "Forecast of Contract Opportunities," is the financial estimated information still correct, based on the April 18, 2017 version of the Forecast?

Yes, the contract estimated costs will not exceed $5 million over three years.

Responses to Questions: ED-NAG-17-R-0002

Statement of Work Questions:

General Questions

6. What is the structure of the Governing Board team responsible for reviewing and approving contract deliverables and how much access will the project team have to the COR and Governing Board staff?

Contract deliverables shall be submitted to the Contracting Officer (CO) and the Contracting Officer’s Representative (COR), both of whom will be accessible as needed throughout the project. Regular communication with the COR will take place on a weekly basis per the statement of work. Contact with other Governing Board staff will be arranged by the COR as needed. Deliverables will be accepted by the CO based on the COR recommendations.

7. Will the contractor be required to provide any media pitching under this contract?

The contractor is expected to assist the Governing Board with media pitching for various areas of outreach as needed. Task 2, the Customer Relationship Management system for example, calls in part for the contractor to initiate communication strategies to communicate with media representatives (along with other stakeholders) and set up face-to-face meetings with the goal of identifying and implementing communication strategies that are optimal. Task 5, Event Logistics, for example requires personal outreach to the media contacts via e-mails or telephone calls to various stakeholders to encourage participation in Report Card releases. Additionally, general stakeholder outreach efforts will likely involve reaching out to media. The Board will need contractor assistance for those efforts as well.

Task 1: Contract Management

8. Does NAGB have a preferred project management tool for contractors?

No

9. Do we need to come over there for meetings?

In-person meetings are scheduled sporadically; the kick-off meeting must be convened in person. Offerors may budget for no more than 4 in-person meetings for each contract year.

Task 2: Customer Relations Management

10. Page 8 references a CRM solution. Are we correct to understand that NAGB does not currently have access to, or use, a CRM platform and that this is a new requirement?

Is there a CRM currently in place, and if so, what is it?

PAGE 5 OF 14 EDNAG17R00020001

Responses to Questions: ED-NAG-17-R-0002

A CRM platform needs to be recommended by offerors; there is no existing platform that the Governing Board currently uses.

11. What type of Content Management System is currently being used? Please share any reports regarding the performance of the current CRM system.

The content management system that currently exists is solely for the website at www.nagb.gov. A CRM system does not exist and that is the reason why one needs to be budgeted and planned for.

12. Is the current CRM used for email marketing also? If not, what software is used?

The Governing Board does not have a CRM in place for email marketing; a subscription to Constant Contact is paid for by the Governing Board via the incumbent contractor, District Communications Group. Emails are generated based on event types using the stakeholder database email lists.

13. The RFP reads: "Recommending a CRM system..." Will the actual CRM system also be required to be to be built, as part of this contract, or will it be a separate contract (and Task 2 is limited to recommending the requirements only)?

A CRM system is proposed to be established and maintained under the proposed contract and must be budgeted as a direct cost. If the system is shared by an offeror for another project, we will provide shared costs, as long as the software has the ability to separately maintain content and track costs incurred for the system.

14. The second bullet point under Task 2 (page 8 of Attachment A) asks contractors to

"review current databases maintained by the Governing Board." Could you provide more information about those databases, including but not limited to the number of databases, the number of entries in each database, the types of information contained in each entry in each database, and the system(s) used?

The databases are in Microsoft Excel and provide entries by stakeholder type with identifying contact information. Following the kick-off meeting, the database files will be shared with the contractor.

15. Task 2 requires contractors to "augment the databases with up-to-date listings of stakeholders.” For planning purposes, can we assume that the complete, updated stakeholder lists will be provided, and our task here is to update the databases?

See the response to Question 14. The contractor will review the database files provided by the Governing Board, following which the contractor shall update the files with new and updated contact information and also recommend new database files as needed by content area and type of stakeholder to meet project goals.

Responses to Questions: ED-NAG-17-R-0002

16. Page 8 includes a requirement for “Continually scanning the Internet; Twitter and other social media platforms; and traditional media for artifacts, i.e., blogs, white papers, one-pagers, news reports, media citations, and other documents that reference NAEP and the Governing Board, and linking those artifacts to the appropriate stakeholder database.”

• What stakeholder database(s) does the Board currently use?

• Are they proprietary?

• Does the Board anticipate integrating stakeholder databases with the CRM?

The Governing Board uses a master database generated and updated by the current communications contractor that has contact information to include email addresses, telephone numbers key staff and titles. The contents are not proprietary and will be shared with the successful contractor. The new contractor will be expected to update contacts to ensure accuracy and also suggest the addition of new contacts that pertain to specific areas of work. A portion of the stakeholder database is expected to be integrated into the CRM as a key feature in selecting key stakeholder groups to reach out to, and enable tracking the Board’s meetings and communication with these stakeholders with respect to stakeholder needs and uses of NAEP data.

17. Is it the Governing Board’s intent for the contractor to procure a CRM on behalf of the government? Most industry-standard CRMs are subscription-based licenses and not easily transferrable from entity to entity. This is likely to result in disruption of service/lack of data consistency during future contract transitions. We recommend that the government conduct the actual procurement of the CRM itself separately from this contract. If the answer is “yes,” is the government seeking for offerors to recommend and price a CRM with the proposal, or will funds be added after award?

How many licenses would be required for the CRM?

The Governing Board is reviewing options for the most cost effective and technically acceptable solution for a CRM system. The requirement is for less than 10 users to access the system. Offerors may propose the most cost effective solution to meet the requirements; please note that all subscriptions must be in the name of the Governing Board, so that ownership will always rest with the government.

Task 3: Outreach and Dissemination

18. Task 3.1 (page 9) states: “This task shall only be required in the contract base year.”

Does this language pertain to development of the outreach plan only?

PAGE 7 OF 14 EDNAG17R00020001

Responses to Questions: ED-NAG-17-R-0002

19. Subtask 3.2 (page 9), states that all content to be posted via social media must be reviewed by the COR before posting. Under the current contract, how is the approval process handled? If daily postings are recommended, will approval be provided early in the day?

Currently, the contractor and the COR develop a monthly calendar in advance for most content, but also confer daily on additional content to be timely and responsive to Board and NAEP activities, and disseminate education news and trends. Approvals for daily posting would be provided early in the day by the COR, or other Board staff directed by the COR.

20. What activities are expected for the contractor to “facilitate the implementation of proposed strategies” for the Social Media Action Plan Implementation (page 10)?

Specific activities will depend on the strategies proposed by the contractor and will ultimately be approved by the Governing Board. For example, activities could include creating an account and content for a new social media platform which would require agreement on specifications and a contract modification if additional funding is required.

21. Are social media activities in this RFP defined as Public Relations, and thus an allowable contract cost per FAR section 31.205-1 (e) (2) (iii)?

Yes, to the extent allowable, as such activities directly tie to the Governing Board’s mission.

22. What social media account(s) will the contractor responsible for maintaining - The

Governing Board and/or NAEP_NCES?

The contractor shall be limited to performing social media activities related solely to the Governing Board’s work.

23. Is it within the scope of work to redesign parts of the current website to fulfill the

Board's Strategic Vision?

The Governing Board is currently redesigning the website; offerors may recommend revisions to the website content as part of Task 2 responses; however, the Governing Board has a separate contract for website work. The expectation is that the contractor will work closely with the website contractor to achieve project goals; this may require website architecture changes to include wireframes for new initiatives. The contractor shall pass on the approved wireframes to the website contractor for web architecture and content changes as needed.

PAGE 8 OF 14 EDNAG17R00020001

Responses to Questions: ED-NAG-17-R-0002

24. In Subtask 3.3, what is the expectation for how often these activities would be requested?

As detailed in the scope of work, there will likely be at least one request each month for work. Because this effort often concerns opportunities that are not known or foreseen in advance, it is difficult to be more specific.

Task 4: Multimedia and Related Products

25. For Subtask 4.2 (page 12), can you describe any standards documents that have been developed to assist in the creation of infographics? Example: has NAGB created a toolkit or style guide of elements to help maintain constancy between executions?

A style guide currently exists; the Governing Board is in the process of updating the style guide.

26. For Subtask 4.3 (page 12), which e-mail service provider are you currently using?

Microsoft Office--Outlook 2010.

27. For Subtask 4.3 (page 12), how are e-mail lists currently built and maintained?

For the Governing Board’s newsletters, contacts are generated from our master stakeholder database in Microsoft Excel using Constant Contact. The database is also used for other correspondence such as invitations for release events. That database is routinely updated through research by the current contractor to ensure that they are accurate and current.

Task 5: Event Logistics

28. For Subtask 5.1 (page 14), how many participants would be included in the database?

For NAEP Report Card release events, the Governing Board typically sends invitations to all contacts in the master stakeholder database, which currently totals approximately 8,000 contacts. The planned database would be around the same size.

29. For Subtask 5.1 (page 14), what type of platform is currently used for event registration? Is NAGB open to other options?

The Governing Board currently uses Event Brite but is open to using other options that meet intended objectives and that are cost effective.

30. For Subtask 5.1 (page 14), how is embargo access typically managed? Does NAGB have a platform in place to manage usage?

Embargo access to secure data and reports is provided via a website managed and maintained by contractors with the Governing Board’s NAEP partner, the National

PAGE 9 OF 14 EDNAG17R00020001

Responses to Questions: ED-NAG-17-R-0002

Center for Education Statistics. The communications contractor would be responsible for developing a list of names and contacts for consideration for embargo access but will not need to maintain or manage the embargo site platform.

31. For Subtask 5.1 (page 16), can you describe any hosting or platform constraints for the splash page? Would it be safe to assume we could simply deliver a static HTML (no server-side logic) that is publicly accessible (no authentication) and links to a set of documents? If this isn’t the case, can you describe more of the requirements for the page?

All aspects of content hosting is managed by the Governing Board’s web contractor. The communications contractor is expected to create content to include text, images, banners, and other design elements for specific initiatives. The Governing Board’s web contractor is responsible for integrating the designs in the web pages/sites and generating web links for new content, while also providing advice on any preferences or constraints on submitted content. The communications contractor is expected to coordinate the hand off with the web contractor under the direction of the Contracting Officer’s Representative (COR). Prior to creating splash page content, the contractor will be provided with details on specific objectives and ideas for content by the COR following which the contractor will produce the content to include multimedia content, as specified in Task 5. Final content upload will be the responsibility of the web contractor, and will be reviewed and approved via a staging site by the COR prior to going live.

32. For Subtask 5.2 (page 18), should the costs for one event every three months be included in the budget submitted with this proposal?

Yes.

33. In Subtask 5.2, what is the expectation for how often these activities would be requested?

The Governing Board can only estimate the likelihood of an event or major activity once every three months. Because this effort often concerns opportunities that are not known or foreseen in advance, it is difficult to be more specific. Therefore it is necessary and important to provide unit pricing by event type with detailed cost assumptions.

34. Are event-specific expenses for venue rental, AV, live stream platform, closed captioning, etc. included in the budget? What is the estimated budget for expenses?

Yes, offerors shall use their technical responses to develop the estimated budgets

35. Is there a preferred live stream platform?

No

PAGE 10 OF 14 EDNAG17R00020001

Task 6: Board Member Nominations

36. Can you outline the current platform? Specifically, what system is it running on, how many contacts, how much information is stored on each contact, and does the database relate to other tools in use, such as a CRM as described in Task 2?

The Governing Board is currently developing an online system that will allow self-nominations or nominations for another candidate for open Board positions via the website. The communications contractor, however, is not involved in collecting and maintaining submission information; that is the purview of the Board and its web contractor using a secure system to protect confidentiality and any sensitive information.

The communications contractor will only be involved in developing an outreach plan, designing the contents of the dedicated web page for the nominations campaign with related content, updating the stakeholder database, and assisting the Governing Board with outreach to maximize nominations. Invitations and other materials will need to be sent to some of the stakeholders identified in Task 2 depending on their area of concentration and relevancy to the areas of expertise represented in the open Board categories. The CRM is not specifically designed for work related to Board member nominations.

Task 7: Consultant Services and Administrative Support

37. For budgeting purposes for Task 7, in order for the government to have an apples-to-apples comparison of offers, can you provide a plug number for the number of hours offerors should budget for the activities described in that task?

Attachment A, Statement of Work states on pages 19-20 that “Due to the ad hoc nature of activities in this task, at contract award, the Governing Board will allocate funds under this task order for supporting these services.” The labor rates for consultants or the amount of each substitute teacher pay will vary based on technical expertise or school district; therefore offerors shall assume that funds will be allocated under the contract at award. A sum of $20,000 shall be assumed under Task 7 for offeror budgeting purposes as this level is estimated for the base year. The hourly rate for consultants or substitute teachers and projected level of effort shall be decided after contract award, as work needs arise. This task will be the only task budgeted as cost reimbursement and will be tracked by the CO as work request are issued. Agreed upon labor hours for contractor staff shall be allocated as work request are issued, and will follow the contract rates by staff labor category.

38. For Task 7, the government states “contractor services under this task shall be billed at contracted labor rates.” May offerors propose a separate labor category and rate for potential consultants?

PAGE 11 OF 14 EDNAG17R00020001

Quality Assurance Surveillance Plan Questions:

39. The government states “offerors shall propose a plan to ensure quality control and expand or propose additional metrics to the Quality Assurance Surveillance Plan (QASP) in the RFP … and submit the proposed QASP with their responses.” Since the QASP provided by the government does not use 1” margins, and is not included in the page count, will the government exempt the QASP from the 1” margins requirement?

Instructions to Offerors Questions:

40. Can we submit the proposals via email? Particularly for items like an excel file for the business proposal, e-mail submissions have been extremely effective for proposers and the department alike.

We require hard copies and electronic files on a portable drive, as stated in the Instructions to Offerors.

41. Attachment C states “The technical response shall not exceed 30 pages, on 8.5” by 11” paper size and a 12-point font, with standard 1 inch margins.” However, on pg. 9, Section D. Past Performance (Volume III) states “The past performance information shall be provided in a separately bound proposal and will not be counted within the 20-page technical proposal submission.” Please confirm that the page limit for the technical proposal is 30 pages.

Yes, the technical proposal shall not exceed 30 pages, and the past performance volume shall not be counted in the 30 page limitation.

42. Is the technical proposal expected to be single or double-spaced? If double-spaced, can tables and graphics have single-spacing?

The Instructions to Offerors, Attachment C is revised to clarify that technical proposals may be single spaced.

43. We are assuming the cover of a proposal is not included in the page count. Will the government please confirm that this is a correct assumption?

Yes, the cover page is not included in the 30 page count for the technical proposal

44. Page 2 of Attachment C states, "One original and 4 copies of the business proposal

(MS Excel format with formulas...)." It is assumed that the business proposal consists of a Word version as well as a supported Excel version, correct? If so, do the "4 copies" refer to the Word version only, or does the Department request 4 copies of the Word and Excel version?

PAGE 12 OF 14 EDNAG17R00020001

The original and 4 copies are hard copies of the business proposal to be submitted by the due date, only 1 copy of the Word file and 1 copy of the Excel file is required to be delivered by the due date on a portable Read/Write drive.

45. Page 6 of Attachment C asks for a "description on resource allocation within the organization." Can you clarify what that language is requesting?

Offerors are requested to provide details on how staff are matched to task work and how resource allocations are made as tasks are issued under the contract. Offerors shall also describe the percentage of time that is planned to be allocated to specific staff for tasks identified in the scope of work.

46. The first paragraph on Page 7 of Attachment C is incomplete: "Commendations of work and” Can you complete this sentence?

The Instructions to Offerors, Attachment C is revised to complete the sentence as follows: Commendations of work offerors may have received for prior work may be included in the past performance volume.

47. The government states “roles and responsibilities of proposed staff shall be identified and the level of effort by task needs to be described vis-à-vis commitments to other contract work.” We are assuming that we will be compliant in meeting this requirement by providing the percentage of each staff members’ time that is committed to other contracts. Please confirm that this is a correct assumption.

Yes that is a correct assumption.

48. The government requests “a Gantt or similar chart displaying the proposed timelines and key project milestones … with start and completion dates for each task, as well as intermediate dates for precursor steps and draft deliverables.”

(a) Is the Gantt chart excluded from the page count, similar to the Table of Contents, appendix of resumes for key staff, and letters of commitment?

No, the Gantt chart must be integrated in the technical response and be included in the 30 page count.

(b) May offerors provide the Gantt chart/proposed timeline in landscape format?

The Gantt chart/timeline may be presented in landscape format.

PAGE 13 OF 14 EDNAG17R00020001

Responses to Questions: ED-NAG-17-R-0002

49. Are proposers allowed to include letters of support from NAGB stakeholders as an appendix?

This information may be provided in the past performance volume

Business Proposal Questions:

50. The Business Proposal Submission requirements include “Completion of the Conflict of Interest Plan and Certificate.” There does not appear to be a certificate included with this solicitation. Will the government please provide one if it is a requirement?

The RFP requires attestation of the Conflict of Interest Certification, see pages 16-17 of the RFP (SF1449). The Conflict of Interest Plan is to be generated using guidance in 48 CFR 3452.209-70 - Conflict of Interest Certification. An example certification would state the following:

The offeror, [insert name of offeror], hereby certifies that, to the best of its knowledge and belief, there are no present or currently planned interests (financial, contractual, organizational, or otherwise) relating to the work to be performed under the contract resulting from Request for Proposal No. [insert number] that would create any actual or potential conflict of interest (or apparent conflicts of interest) (including conflicts of interest for immediate family members: spouses, parents, children) that would impinge on its ability to render impartial, technically sound, and objective assistance or advice or result in it being given an unfair competitive advantage. In this clause, the term “potential conflict” means reasonably foreseeable conflict of interest. The offeror further certifies that it has and will continue to exercise due diligence in identifying and removing or mitigating, to the Government's satisfaction, such conflict of interest (or apparent conflict of interest).

Offeror's Name RFP/Contract No.

Signature Title Date

51. “Details on how the labor rates are calculated to include how direct labor rates are calculated must be provided. An explanation of indirect cost rate calculations shall also be detailed to better understand the proposed costs.” Could the government provide more information on what is being sought? Given that this is a firm fixed price contract, how can direct and indirect cost rates be evaluated?

PAGE 14 OF 14 EDNAG17R00020001

Responses to Questions: ED-NAG-17-R-0002

Even though the proposed contract is firm fixed price, the Governing Board needs to determine if the proposed costs are fair and reasonable. In order to make this determination, it is necessary to understand how the labor rates are generated and to have a detailed cost breakdown for Other Direct Costs.

52. May offerors use established GSA schedule rates to justify direct and indirect labor rates?

Yes, as long as the GSA Schedule rates provide discounts, are sufficiently documented by labor category, and meet the required qualifications and experience specified in the GSA schedule contract. The GSA contract period of performance must span the proposed Governing Board contract period of performance.

Past Performance Questions:

53. We are assuming that there is no page limit for the past performance volume. Please confirm that this is a correct assumption.

54. Is the lowest score available for the Past Performance section 5 points?

55. For Volume III (Past Performance), should the three contracts be past experience of the prime contractor only, or can we include Past Performances from proposed subcontractors (if applicable) as well?

At least 1 of the 3 past performance volumes must be from the prime contractor.

Descript: This amendment responds to clarification questions, as provided in the attachment. The due date for receipt of proposals is unchanged -- August 8, 2017, 2:00 p.m. EST.
