About this file
This document is a Scope of Work (SOW) for environmental DNA (eDNA) filter lab testing services issued by Montana Fish, Wildlife and Parks (FWP). The contract seeks one to two laboratories to provide qPCR analyses of filter disks for detecting environmental DNA of various species, including Zebra and Quagga mussels, New Zealand mudsnails, Corbicula, and multiple fish species. The contract has an estimated total value of $199,996, with an anticipated 350-400 samples processed annually, and a potential contract length up to 4 years. The scope includes standard and expedited sample processing, species identification, genetic analysis, and the potential design of novel qPCR diagnostic assays.
The pricing structure is detailed, with standard eDNA qPCR filter sample testing ranging from $120-$150 per test for different species, and expedited testing priced at $480-$600 per sample. Additional services like adding species tests to existing samples or genetic verification of specimens are also priced separately. The contractor must have at least five years of experience in DNA qPCR processing, run samples in triplicate, follow strict quality control protocols, and provide results within 14 business days (standard) or 2 business days (expedited). A signed nondisclosure agreement is mandatory, and the contractor must use state-of-the-art qPCR equipment while maintaining data confidentiality for FWP.

Business and Scope of Work – DNA analysis
This invitation for bid is a request is for a minimum of one lab and a maximum of two labs to provide the following services:
· qPCR analyses of filter disks for the presence of environmental DNA with the option to select one to several different species including but not limited to Zebra and Quagga (Dreissenid) mussels New Zealand mudsnails, Corbicula, and fish species.
· Option to expedite processing for some samples for an additional surcharge.
· DNA analyses of suspect mussel species found during processing samples through microscopy or of other species from other sampling methods.
· Novel qPCR Diagnostic Assay Design and Validation as needed for listed species to be tested.
· With prior agreement between parties, return of unused samples or sample remnants not consumed during the analysis process.
Estimated Contract Usage:
The total contract value cannot exceed $199,996. The number of samples to be analyzed each contract year is estimated at 350-400 samples; however, there is no guarantee of any minimum number of samples; and the number of samples may also exceed 350-400 some years as need arises. Samples will be submitted on an “as needed” basis utilizing the total cost per sample rate provided by the Contractor. After the contract’s initial term and if State agrees to a renewal, the parties may negotiate cost adjustments at the time of contract renewal. Any cost increases must be based on demonstrated industrywide or regional increases in Contractor's costs. State is not obligated to agree upon a renewal or a cost increase but expects a total contract length to not exceed 4 years.
Estimated Fee Schedule: The contractor must complete a blank fee schedule following the estimated feed schedule listed below with relevant prices. The following fee schedule breakdowns the estimated cost for each service. The total contract value of $199,996 may include different combinations of each service and species tested each year.

Technical Specifications:
The following is a list of the technical specifications for DNA sample analysis for presence/absence detection:
Contractor must provide laboratory testing services per the following:
· Contractor must have a minimum of five years of experience conducting contracted DNA qPCR processing of eDNA samples. The Contractor must validate that they have at least five years of experience by providing a statement with their quote affirming they meet this requirement.
· Contractor must conduct DNA qPCR analysis on filter disks for the presence/absence of selected species using established qPCR methods. Contractor must have the knowledge and experience to identify listed species utilizing established qPCR methods. Contractor also must follow standard quality assurance/quality control (QA/QC) protocols utilizing both positive and negative controls.
· Contractor must run all eDNA samples in triplicate qPCR reactions. If two of three replicates are positive the sample is scored as positive. If only one replicate is positive the sample will be rerun in a second qPCR run (again in triplicate). If one replicate in the second run (rerun) is positive the sample is scored as positive. If none of the replicates in second run (rerun) are positive, then the sample is scored as negative. Other processes must be approved by FWP for contract eligibility.
