State and Local Implementation of the Individuals with Disabilities Education Act (IDEA) Questions and Responses

Question: Research questions 1, 2, 4, and 5 presented during the webinar include asking local agencies about their practices/supports/resource allocations related to services for infants and toddlers.

However, school districts and schools are not typically the lead agency for the local provision of Part C services. Please clarify this apparent inconsistency.

Response: The National Center for Education Evaluation and Regional Assistance (NCEE) intends to administer surveys to state Part C program coordinators, in order to collect information on the identification of infants and toddlers for early intervention services as well as the policies and practices in place to support infants and toddlers identified for early intervention services, the use of evidence from research on the effectiveness of policies, programs, and supports, and the allocation of resources to support infants and toddlers with disabilities or at risk of a substantial developmental delay. Offerors may also propose to collect information in these areas at the local level through extant data, if such data is available and appropriate. It is outside the scope of this study to collect information by administering surveys to local early intervention agencies; the diversity of early intervention providers and services presents significant logistical and analytical challenges.
