Subject: Request for Proposal (RFP), ED-FSA-09-R-0068, Enterprise Risk Management

Support Service (ERMSS)

Dear Potential Offeror:

1. Purpose

The U.S. Department of Education, Federal Student Aid (FSA) has a need to acquire the commercial ERMSS described in Enclosure (1) Part D. Upon receipt and review of this document, each recipient, if still interested in competing to deliver the Enclosure (1) Part D requirement, is requested to prepare and submit a proposal, following the instructions contained in paragraph 2. Upon receipt, FSA shall use the evaluation process described in Section 3 below, to evaluate proposals and determine which ONE proposal offers FSA the best value.

Therefore, FSA intends to award a single Time and Materials (T&M) contract to the successful offeror, under which it may award work product statement of intent (WPSOI) orders to acquire Enclosure (1) Part D ERMSS services. Unsuccessful offerors will be notified of this determination.

2. Instructions

Written Submission

Proposals are due on Friday, September 18, 2009 at 11:00 A.M. Eastern Standard Time, via email. Written submissions shall be limited to 10 pages, EXCLUDING past performance, and resumes. Technical Proposal

Submit a technical proposal consisting of the three (3) parts as described in the narrative that follows.

As part of the technical proposal each offeror shall address the following:

(1) Part I - Past Performance Input: For two (2) references, either government or non-government contracts performed, over the past 3 years, that involved relevant ERMSS type of work, submit either Enclosure (2) or Enclosure (3) as appropriate. If relevant past performance references are limited or non-existent, provided whatever references are available for work of this nature performed by the offeror, along with clarifying commentary as to why this condition exists.

(2) Part 2 – Technical Input: Provide a technical response. Offerors shall indicate how they propose to carry out the tasks outlined in the Work Statement, see Enclosure (1), Part D and shall not merely repeat the language of the Work Statement. To encourage Offerors to use their expertise and creativity, Enclosure (1), Part D provides appropriate background information and describes the ERMSS tasks. Offerors shall provide specific details about how they propose to accomplish the work and in doing so, may suggest improvements. No pricing information shall be included in the technical written submission.

(3) Part 3 – Resumes (Not part of the 10 page limitation). Offerors shall provide resumes for all proposed key personnel, including employment history and educational background.

Offerors shall limit each resume to three pages and emphasize information directly relevant to the proposed task order. For key projects directly relevant to this contract, the resumes should briefly summarize the project and staff members’ responsibilities.

Pricing/Business

The offeror shall complete and submit B9 (Rate Tables), using B9 guidelines. FSA shall use this input to award an initial contract and follow-on WPSOIs, which may be labor hour (LH) or firm fixed price (FFP), the preferred contract type. See B3 – Ordering and Contract Types.
