Performance Work Statement for Department of Education Investment and Acquisition Management Team and Enterprise Architecture Support Introduction The Investment and Acquisitions Management Team (IAMT) and the Enterprise Architecture (EA) program together form the framework for information technology investment portfolio management at the Department of Education (Department). In the past, the Department has awarded separate management support contracts for each program. However, as both programs have matured, the amount of shared data and close cooperation between the programs has become more apparent. This Performance Work Statement (PWS) is intended to address the maturing needs of both the EA and IAMT programs by explicitly identifying common activities in Task 1. Activities specific to IAMT and EA are detailed in Tasks 2 and 3, respectively. Task 4 is an optional task to develop an integrated information repository to replace the individual repositories currently in use.

The Department deploys its IAMT and EA processes based on a number of statutes and guidance, including the Clinger-Cohen Act of 1996, the Paperwork Reduction Act of 1995, and the Federal Acquisition Streamlining Act of 1994 and the Government Performance and Results Act of 1993. The Clinger-Cohen Act, along with the Office of Management and Budget’s Circular A-11, requires agencies to have processes and procedures in place to ensure that IT projects are being implemented at acceptable costs; within reasonable and expected time frames; and in a way that contributes to tangible, observable improvements in mission performance.

Background IAMT Background IAMT is responsible for developing and implementing strategies designed to enhance the Department's preparation of business cases for its IT investments, and for day-to-day oversight of its capital planning and investment control (CPIC) processes. In performing its responsibilities the IAMT:

· Analyzes the Department’s IT Portfolio (including projects, systems, IT workforce, and initiatives) and provides recommendations to the Planning and Investment Review Working Group (PIRWG) and Investment Review Board (IRB).

· Defines and manages the CPIC process through long-range strategic planning and disciplined budget decision-making processes to achieve performance goals and objectives with minimal risk, lowest life-cycle costs and greatest benefits for the agency. IAMT ensures that these processes are integrated with the Department's budget, EA, and acquisition processes.

· Supports the EA Segment Owners (13 in all) in the preparation and maintenance of Major and Non-major IT investment business cases (OMB exhibit 300) for the CPIC Select, Control and Evaluate phase activities.

· Defines policies and procedures to ensure that the Department can best manage its resources and measure and evaluate the benefits of investment decisions.

· Coordinates activities within OCIO and across the Department (budget, EA, acquisitions, etc.) to link mission needs and IT capital assets in an effective and efficient manner.

· Develops and promotes Department-wide IT investment performance measures and metrics collection to assess agency progress in meeting requirements under the Government Performance and Results Act (GPRA), Information Technology Reform Act (Clinger-Cohen), and other relevant legislation.

CPIC at the Department consists of three phases: Select, Control, and Evaluate. The Select Phase is part of the Department’s annual budget formulation process. During the Select Phase, the PIRWG reviews candidate investments and makes funding recommendations to the IRB. Upon IRB approval, the IT portfolio then moves into the Control Phase which monitors the progress of the investments. Later, the Evaluate Phase reviews the effectiveness of each IT investment. The IRB and its designated day-to-day working group, the PIRWG, are the Department’s CPIC decision making bodies. The CIO provides administrative and staffing support to these boards through the IAMT.

IAMT prepares the Department’s annual Exhibit 53 and 300’s from information provided by the Department IT Project Managers. Information for the Exhibit 53 and 300’s is provided and maintained using the Hewlett-Packard Project and Portfolio Management (HP-PPM) system. This is the current repository of the Department’s capital planning IT investment data.

EA Background EA is a strategic management framework and a key component of the CPIC process. EA enables the Department to develop a plan and performance milestones to achieve a business-focused target vision using the best available technology in the most cost-effective and efficient manner possible. This integration of the business need and performance improvement ensures linkage of funding decisions to results.

The Department’s EA goals are to:

· Address Departmental business needs: The EA Program Office (EAPO) functions as an advocate for Principal Office business needs.

· Increase business agility: Leverage existing resources while minimizing the time and cost of deploying new applications.

· Provide higher return on investment: Maximize IT investment reuse and leverage existing assets by defining standard reusable business services.

· Maximize the value of data: Timely data is critical to the Department’s constituents. EA supports solid data integration both vertically (with stakeholders) and horizontally (across the Department).

· Standardize Processes and Technology: Governance bodies, standards and principles provide consistency and standardize business processes and technology.

The EA goals listed above can only be achieved by working with the Department’s business owners. To facilitate this process, the EAPO defined 13 business areas (or segments) within the Department and categorized the Department’s IT Portfolio accordingly. Subsequently, a Segment Owner was identified for each portfolio segment in collaboration with the PIRWG.

The EAPO and segment owners work collaboratively to:

· develop the target vision and transition strategy for each segment;

· identify, validate, and prioritize IT investments during the CPIC Select Phase; and

· maintain the Department’s Enterprise Architecture.

Governance is a critical element for enabling IT interoperability and efficiency. Working with the PIRWG, the EA Program Office established two Department-wide governance bodies to support IT portfolio management:

· The Enterprise Architecture Advisory Committee (EAAC) was established in FY07. This is the segment owner’s council. This group meets quarterly to develop and maintain segment architectures, propose business modernization and shared service investments to the PIRWG, assess opportunities for IT reuse and collaboration, and review the Department’s IT Portfolio for EA compliance.

· The Enterprise Architecture Review Board (EARB) was established in FY08 to maintain the Department’s technical standards and conduct stage gate reviews in accordance with the Department’s Life Cycle Management (LCM) framework. This framework, and all associated deliverable templates, serves to effectively manage the Department’s IT development and maintenance efforts in a standardized format. This group meets weekly.

The Department’s current EA repository is IBM System Architect. The SA repository contains the process models of the Department’s architecture.
