About this file

This addendum document pertains to the Eakin Student Recreation Center Partial Roof Replacement project at East Carolina University in Greenville, North Carolina. The project, identified as SCO ID# 24-29075-01A, requires the removal and replacement of approximately 28,400 square feet of roof system, including existing membrane and insulation, new roof deck installation where needed, new insulation and membrane systems, and associated flashing and penetration details. A mandatory pre-bid conference has been scheduled for Wednesday, May 6, 2026, at 2:00 PM Eastern at the Eakin Student Recreation Center Classroom (128 E 7th St, Greenville, NC 27858), with attendance required for all prime contract bidders. Attendance will be verified through a sign-in sheet, and bidders whose representatives do not appear will have their bids rejected as non-responsive. The mandatory pre-bid conference is distinct from the open pre-bid meeting scheduled for May 5, 2026, and attendance at the open meeting does not satisfy the mandatory conference requirement. Proposals are due June 2, 2026, and construction is expected to be completed within 120 days of notice to proceed. Questions arising from the mandatory conference must be submitted in writing to the Designer no later than Tuesday, May 19, 2026, at 5:00 PM, with responses issued by addendum.

The contract is a firm-fixed-price lump-sum bid for complete roof replacement work. Bidders must demonstrate experience with similar-sized commercial roof replacement projects and provide evidence of current insurance coverage. The project will be awarded to the lowest responsive and responsible bidder meeting all qualification requirements and technical specifications. The procurement documents do not specify set-aside designations, disadvantaged enterprise restrictions, or organizational preferences. No incumbent vendors or current contractors are identified for this project. Funding is provided through East Carolina University's capital improvement budget; however, the specific contract award value or budget range is not disclosed in the available materials.

EAKIN STUDENT RECREATION CENTER-

SCO ID# 24-29075-01A

April 28, 2026

This addendum consists of the following 5 Items (Acknowledge Addendum 1 on Form of Proposal):

1. Purpose. The Designer has determined that a Mandatory Pre-Bid Conference is required to address project-specific questions, site access and sequencing constraints, active occupied conditions below the existing roof assembly, and bidding procedures material to accurate bid preparation.

Additional information will be distributed at this conference.

2. Conference Details:

a. Date: Wednesday, May 6, 2026

b. Time: 2:00 PM (Eastern)

c. Location: Eakin Student Recreation Center (ESRC Classroom), 128 E 7th St, Greenville, NC 27858

d. Contact: David Willers, PE — david.willers@raymond.global | 919-872-7866 Mike Hager, PMP – mike.hager@raymond.global | 919-872-7866

3. Attendance Requirement. Attendance at the Mandatory Pre-Bid Conference is required of all prime contract bidders. A sign-in sheet will be maintained by the Designer’s representative and will become part of the official project record. Any bidder whose representative does not appear on the sign-in sheet will be considered non-compliant and their bid will be rejected as non-responsive.

4. Distinction from Open Pre-Bid Meeting. The open pre-bid meeting held May 5, 2026 (as advertised in the Notice to Bidders) and this Mandatory Pre-Bid Conference are separate and distinct requirements. Attendance at the May 5 open pre-bid meeting does not satisfy the Mandatory

Pre-Bid Conference requirement established by this Addendum.

5. Post-Conference Questions. Questions arising from the Mandatory Pre-Bid Conference shall be submitted in writing to the Designer no later than Tuesday May 19, 2026 at 5:00 PM. Responses will be issued by addendum.
