About this file

This is a Statement of Work (SOW) for the purchase and delivery of 120 concrete ecology blocks to the Detroit Dam project in Mill City, Oregon. The blocks are required to address slope failure and erosion along the paved access road to Detroit Powerhouse off Highway OR-22, which serves as the sole vehicle entry and exit to the facility. The concrete ecology blocks will provide foundational support for the road and assist in erosion control, particularly when used in conjunction with culverts for rainwater diversion. The procurement is critical to mitigate hazards including potential landslides that could compromise infrastructure integrity, limit facility access, and pose safety risks to USACE equipment, vehicles, and personnel.

The specified product requirements include 120 stackable concrete ecology blocks measuring 30" X 30" X 60" and weighing approximately 4,320 pounds each, with interlocking capability if possible and an embedded lifting point such as an eye hook or U-bolt for installation. Delivery must be made to a designated turnout at 40990 Highway 22, Mill City, OR, 97360, with acceptance limited to Monday through Thursday between 0700 and 1600 hours, excluding federal holidays. USACE personnel are available to offload material upon arrival if needed. The contractor must include all freight and delivery costs in the total contract price. The projected cost is $24,800, based on project cost estimates and similar previously awarded contracts. The procuring agency is the Department of the Army Corps of Engineers, Portland Engineering District.

STATEMENT OF WORK

Ecology Blocks

Scope:

This Statement of Work (SOW) covers the purchase and delivery of One Hundred and Twenty (120) Ecology Blocks to Detroit Dam project.

Background:

The paved access road to Detroit Powerhouse off Highway OR-22 is the only entry/exit by vehicle to the project, which includes the Powerhouse. A large section of the road has developed slope failure and sloughing due to instability of the grade below and adjacent to the road. This was likely caused by erosion and/or other natural occurrences. Concrete ecology blocks would be used as a barrier for foundation support of the road. These blocks also assist in erosion control, especially when coupled with culverts to divert rainwater which is part of the overall project plan. These blocks have widely been used throughout USACE projects for the forementioned reasons.

Justification:

We are concerned this condition could lead to significant hazards, including landslides that may further affect the road infrastructure and integrity. This potential threat could limit or prevent vehicle access to our facilities, represents safety hazards to USACE equipment, vehicles, and personnel.

Requirements:

Purchase and delivery of 120 ecology blocks to Detroit Dam.

The specs for these blocks are:

---- Concrete Ecology Blocks ---- Stackable with method to interlock, if possible ---- 30” X 30” X 60” ---- 4320 LBS (Approximately) ----Lifting point for installation eye hook or U-bolt embedded in the blocks

Projected Cost: $24,800. Cost based on project breakdown estimate sheet and similar previously awarded contract. Contractor to include freight costs in total costs of contract.

Shipping Blocks shall be delivered to a large turnout off the Detroit Dam access road, 40990 Highway 22, Mill City, OR, 97360.
