About this file

This document is a Single Source Justification (SSJ) for the U.S. Department of State's Overseas Post in Kyiv to procure two EcoFlow PowerOcean Home Battery Backup systems for embassy-leased apartments. The procurement is a sole-source acquisition valued at $50,000, specifically seeking 3-phase battery backup units with 12 kW power and 45 kWh capacity to address power reliability challenges during potential extended blackouts caused by regional conflicts.

The justification details that EcoFlow was selected after a comprehensive market survey, with the batteries meeting critical requirements including local electrical standards (220 VAC, 50 Hz, 3 Phase), space constraints, and tested performance in rolling blackout conditions. The procurement aims to provide 2-3 days of electrical backup, comparable to a generator, with standardization across apartment units to ensure interoperability, minimize compatibility risks, and streamline maintenance and warranty processes. The document indicates the acquisition is being pursued under Federal Acquisition Regulation 13.106-1(b)(1) as a brand-name procurement.

SINGLE SOURCE JUSTIFICATION NOT EXCEEDING THE SIMPLIFIED ACQUISTION

THRESHOLD

SECTION 1: IDENTIFICATION OF THE AGENCY AND THE CONTRACTING ACTIVITY

Department of State Contracting Activity ☒ Overseas Post Kyiv

Requiring Activity Purchase and installation of Ecoflow apartment battery backup

SECTION 2: NATURE AND/OR DESCRIPTION OF THE ACTION BEING APPROVED

Approval is requested to award on a sole source basis to EcoFlow PowerOcean Brand for the supplies and/or services described in Section 3 on behalf of the Requiring Activity.

SECTION 3: DESCRIPTION OF SUPPLIES/SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS

The requirement is to provide two EcoFlow PowerOcean Home Battery Backup – 3-phase, 12 kW Power, 45 kWh capacity, with valid manufacturer warranty to U.S. Embassy Kyiv leased apartments. The estimated value for the entire period of performance is $50,000. These supplies/services require that this brand matches local electrical and safety requirements (220 VAC, 50 Hz, 3 Phase with LiFePO4 battery chemistry), fits into existing space limitations, and has been tested to meet Embassy housing needs in rolling blackout conditions. Size and capacity requirements are based on power needs for the specific installation. (12 kW+ Inverter, 45 kWh+ capacity). Based on the average electrical consumption for an apartment in the U.S. of 19 kWh a day this will cover 2-3 days of electrical needs and is comparable to a generator. As generators may not be installed in leased apartments, batteries are the only available option. If a blackout extends beyond this period Embassy Management will decide whether to re-position personnel. This will allow the Office of General Services to accomplish mission requirements of adequate and safe housing for mission personnel.

SECTION 4: IDENTIFICATION OF THE STATUTORY AUTHORITY PERMITTING OTHER THAN

FULL AND OPEN COMPETITION

In accordance with Federal Acquisition Regulation (FAR) 13.106-1(b)(1), the Contracting Officer has deemed only one source reasonably available based on the following:

☒ Brand-name

SECTION 5: DEMONSTRATION THAT THE PROPOSED CONTRACTOR’S UNIQUE

QUALIFICATIONS OR THE NATURE OF THE ACQUISITION REQUIRES USE OF THE AUTHORITY

CITED

Having a reliable power backup is critical in the current operating environment, with increasing Russian attacks on Kyiv City Center in the vicinity of U.S. leased housing. Historically large-scale attacks resulted in a lack of electricity for an average of 8-12 hour increments. A previous market survey of available products initially indicated that two brands, Bluetti and EcoFlow, best matched the electrical requirements, backup capability, safety standards, and configuration flexibility for an initial test. Both brands were tested in individual apartments and test results showed that EcoFlow matched all requirements for power usage, capacity, space constraints, and central management. An updated market survey indicates two new market entrants, however these brands were unable to provide the required warranty and long-term service center information in the time period provided.

Based on the average electrical consumption for an apartment in the U.S. of 19 kWh a day, the Ecoflow units will cover 2-3 days of electrical needs, comparable to a generator. The available Bluetti units are unable to provide a sustained power load or capacity necessary for Embassy residence needs.

EcoFlow batteries must be purchased as a name brand to ensure seamless interoperability and interchangeability with the existing pool of apartment battery units. Standardizing on EcoFlow allows for consistent integration across all units, reducing the risk of compatibility issues that could disrupt operations or require costly modifications. Additionally, acquiring additional EcoFlow units minimizes servicing and warranty costs by consolidating support under a single manufacturer, simplifying claims and maintenance processes.

This approach also streamlines technical expertise, as repair teams can focus on mastering one brand’s systems, enhancing efficiency and reducing downtime. By prioritizing EcoFlow, the apartment complex secures operational reliability, cost savings, and long-term sustainability in battery management.
