QUESTIONS AND ANSWERS
ADDENDUM – IP21-2106
23 DECEMBER 2020
Q1: The organization I'm submitting this application on behalf of doesn't engage in any lobbying activities, yet the Disclosure of Lobbying Activities (SF-LLL) [V1.2] form is listed as a required form. Do I need so submit this form?
A1: Yes, applicants must complete the form and include it in the application. Applicants may put “N/A” in blocks 10A and 10B, if they do not engage in lobbying activities.
Q2: Can I only subgrant to 20 local chapters, branches, or affiliates? Is there a minimum number of affiliates (community organizations) that are required for the subaward component? (The funding document notes 15 to 20, but is 15 a hard minimum?
A2: While the NOFO suggests that recipients can subgrant to up to 20 local branches, chapters, and/or affiliates, applicants can include in the application a rationale to subgrant to more than 20 local branches, chapters, and/or affiliates. Similarly, while the NOFO an estimated minimum of 15 local branches, chapters, and/or affiliates, this is not a hard minimum. Applicants should indicate how many local branches, chapters, and/or affiliates they plan to subaward.
Q3: Can eligible applicants can apply with additional collaborators not on the list of eligible applicants?
A3: Yes, eligible applicants can apply with other collaborators who are not on the list of eligible applicants.
Q4: If a collaborative of multiple eligible national organizations applied together, could the application be submitted through one of the collaborators, say the one that would be managing the overall coordination?
A4: Yes, one application representing a collaborative of multiple national organizations applying together could be submitted through the national organization that would manage overall coordination. Please note, however, that applications that focus exclusively on work at a national level (part A only) are limited to an annual award of $250,000. If applicants plan to work on both A and B, approximately 70% of the award should be designated for local or community-level activities (part B). The average annual award is about $500,000, and the maximum will not exceed $1,200,000.
Q5: If the eligible organizations would like funds to cover more work, then it would be to their benefit to apply separately, not as one collaborative?
A5: Yes, it is beneficial for the eligible organizations to apply separately, especially since all ten eligible organizations’ applications meeting the NOFO requirements are likely to be funded.
Q6: If our affiliates are other national-level organizations, can we subaward to those organizations, which will, in turn, sub-subaward to local-level chapters?
A6: Yes, this is acceptable. The applicant should make it clear in the application how sub-subawarding will affect how quickly funds will reach the local-level entities, as the preference is to get funds to these entities as quickly as possible. The applicant should provide the names and numbers of desired subawarded national-level organizations, as well the numbers of anticipated sub-subawarded local-level entities. If possible, it would also be helpful to provide the estimated number of people who could be reached by the national-level affiliate organizations.
Q7: Will our application be evaluated based on how well we can cite the data, including the COVID-19 impact on our priority population(s)?
A7: Application evaluation criteria are described on pages 34 and 35 of the NOFO document. While citations for data are helpful, they are not part of the application evaluation criteria.
Q8: Are appendices permitted in the application? Will they be counted within the 20-page limit?
A8: Appendices are permitted and will not count against the 20-page limit.
Q9: How many budget years do we need to include?
A9: Please include one budget year, all subsequent years will be awarded based on a non-competing continuation application, successful progress and the availability of funds.
Q10: Do we need to include information on non-federal work/resources as part of the Report on Programmatic, Budgetary and Commitment Overlap?
A10: No, we are only interested in federal work/resources.
Q11: Page 25 of the RFA also asks for an attachment of Risk Questionnaire Supporting Documents_Procurement Policy. Can you please confirm that this is also an acceptable attachment?
Q11: Yes, this is an acceptable attachment.
