About this file

This is an Essential Characteristics (EC) Checklist for a solicitation to provide research swine to the Naval Medical Center Portsmouth (NMCP) in Virginia under RFP #HT940626QE039. The checklist establishes mandatory requirements that vendors must confirm they can meet when submitting offers.

The solicitation requires vendors to supply Landrace or Yorkshire cross swine weighing 30-75 kg (approximately 5-7 months of age) in either male or female. Vendors must be USDA-licensed under the Animal Welfare Act (7 USC Sections 2133-2134) and Animal Welfare Regulations (9 CFR Parts 1-4), or demonstrate compliance with exemption criteria through DoD veterinary inspection. Animals must be delivered in climate-controlled vehicles in accordance with federal transportation regulations, typically in nine groups containing two to six animals per delivery, though this quantity is flexible based on facility needs. Vendors located in Virginia within a two-hour radius of NMCP may coordinate transport at no cost to the vendor; those outside this area must include delivery fees and health certificate costs in their pricing. Vendors must maintain active disease monitoring and vaccination programs, provide animals free from illness or injury, and make staff available for at least one hour during pickup or delivery for animal inspection. Animals must meet requested sex specifications within two weeks of request and within 2-5 kg of requested body weight. Health records including treatment and vaccination documentation must be provided by transport date, or within three working days prior to shipment if requested. Rejection of animals for health reasons requires vendor replacement at no cost to the government. Responses must be submitted using the SF1449 form with pricing provided on the specified CLINs.

EC2.1Swine should be Landrace or Yorkshire cross. These breeds are requested due to genetics and growth of these lines being an appropriate model for the study, in addition to comparison to previous studies and data collected using these breeds. Swine will be either male or female, ranging in weight from 30-75 kg (approximately 5-7 months of age).
EC2.2Vendor must be licensed by the United States Department of Agriculture (USDA) in accordance with 7 USC Sections 2133-2134 (Animal Welfare Act) and 9 CFR Parts 1-4 (Animal Welfare Regulations). If vendors claim to meet exemption criterion as stated in 7 USC Parts 104, the vendor will agree to allow a DoD veterinarian to conduct a program review and facility inspection to confirm that the supplier care for the animals according to accepted US industry standards or practices and meets the exemption criteria per the DoDI 3216.01 section 3.1.a.
EC2.3The swine will be delivered by vendor in climate-controlled vehicles in accordance with 7 USC Sections 2131-2159 and 9 CFR Parts 1-4.
EC2.4The vendor shall deliver swine in approximately nine (9) groups of swine (two (2) to six (6) animals per delivery) upon request. Depending on the needs and requirements of the facility and staff, it may be requested to have more or less than six (6) animals per delivery. As few as six (6) or as many as nine (9) deliveries may be requested.
EC2.5Alternatively, vendors located in Virginia and within two-hour radius of destination will coordinate transport with NMCP Animal Facility at no cost to vendor.
EC2.6The facilities located outside the two-hour driving distance of NMCP should include delivery fees per shipment, that can be charged based on the number of shipments ultimately required nine (9) deliveries, two (2) to six (6) per delivery) and health certificates per shipment since they would need to be transported from outside Virginia.
EC2.7The vendor shall provide an active disease monitoring program and treatment regimen when animal care is needed and must follow an appropriate vaccination schedule.
EC2.8The vendor shall provide animals free from apparent illness and/or injury to include, but not limited to, treatment-resistant respiratory illness, gastrointestinal illness, subcutaneous abscesses, lameness, fractures and/or significant trauma, abdominal herniation, or other health concerns that may adversely affect research results. If swine are found to have any of the above illnesses or injuries upon initial inspection by NMCP they will be rejected, and the vendor will provide replacement animals.
EC2.9The vendor shall provide animal care staff with at least one hour on date of animal pick-up or delivery to inspect animals for signs of illness and/or injury before accepting the animals.
EC2.10The vendor shall provide a replacement animal if an animal is rejected for health reasons.
EC2.11The vendor shall provide animals of requested sex within at least two-weeks of request, and within 2-5 kg of requested body weight.
EC2.12The vendor shall provide health records to include treatment and vaccination records maintained on the animal population, when available and appropriate, by the day of transport. If health records are requested by NMCP prior to shipment, vendor will provide records no less than three (3) working days prior to shipment.
