About this file
This document contains a federal contract solicitation and related attachments for a research and development project. The Department of Homeland Security seeks proposals to develop an Urban BioThreat Identification Sensor to address emerging operational needs for chemical and biological detection. Offerors should submit technical and cost proposals in response to Solicitation Number 70RWMD22R00000001 by the dates specified in Attachments 1 and 3 to the solicitation. If selected, the award recipient will conduct research and development activities over multiple phases as outlined in the Statement of Work template. Deliverables include performance milestones and a prototype sensor capable of meeting quantitative detection goals. Successful transition to operational end users is also required. Risk mitigation strategies must be included to address technical and schedule/cost uncertainties.
