About this file
This document provides a federal contract opportunity solicitation for an Urban BioThreat Identification Sensor. The Department of Homeland Security's Office of Procurement Operations, through its Countering Weapons of Mass Destruction Acquisition Division, is soliciting proposals under Topic Solicitation No. 9 of its 5-Year Research and Development Open Broad Agency Announcement. This requirement supports DHS's Countering Weapons of Mass Destruction division to provide increased capability to detect and identify chemical and biological threats. Offerors are sought to redesign an affordable, commercial-off-the-shelf aerosol biosensor that can detect, classify, and provide presumptive identification of biological agents in aerosolized samples in indoor and outdoor urban environments with minimal routine maintenance. The solicitation includes requirements for technical and cost proposals, prototype demonstrations, and delivery of 2-3 prototypes for independent testing.

Questions & Responses for CWMD OBAA Topic Solicitation No. 9: 70RWMD22R00000001 Proposals
# Reference Question Response 1 General Are FFRDCs eligible to respond to this announcement?
Per the Topic Solicitation, the award type is anticipated to be in the form of FAR-based, Cost Reimbursement Plus Fixed Fee (CPFF) type contracts. FFRDCs are not eligible to apply for FAR-based, CPFF type contracts.
FFRDCs can still participate in the research as team members on a team led by a prime Offeror who is eligible for FAR-based, CPFF type contracts.
2 General We did not submit a white paper.
Can we still respond to this announcement?
This Topic Solicitation will be conducted in accordance with the Single Phased Evaluation Process as described under Section 1.6 of the OBAA. This consists of the solicitation, receipt, and evaluation of proposals only.
Therefore, no white paper submission is required.

Topic Solicitation #9; p3, Requirements
What qualifies as “minimal routine maintenance? Where is the maintenance to occur, what level operator/maintiner is desired, is preventative maintenance a performance target and/or corrective action maintenance need? Is it expected maintenance needs for devices to be consistent regardless of deployment location (e.g. indoor or outdoor)?
This Topic Solicitation has an objective of once monthly and a threshold of weekly for routine maintenance for both the indoor and outdoor environments. The level of routine maintenance should be simple enough that a non-technical operator can perform. Routine maintenance includes such actions as cartridge changes.

Topic Solicitation #9; p3, Requirements
Is the timing for ‘Sending alerts to an operator after detection, classification and/or preliminary identification’ of 15 minutes [T] or 5 minutes [O] after exposure to threat?
Is there another element of timing with respect to timing post exposure to the threat and probability of detection to trigger notifications that is also critical to define?
The time to detect, classification and presumptive identification of a biological agent has to occur within 30 minutes or less. Once this occurs, an alert should be sent to operator within 15 minutes
(T) or 5 minutes (O).

Topic Solicitation #9; p3, Requirements and p4 Section 6.0 Deliverables
Is the USG seeking to procure technologies under this BAA that it intends to produce/manufacturer either on its own, or through another 3rd party manufacturer? Where are the costs for generation of the appropriate level technical data packages to be included to support these required deliverables?
The initial premise for attaining all data rights to the redesigned sensor was to allow sensor production/manufacturing with any manufacture that is selected for production. However, the level of data rights should be limited to government only sensor version in which the government will have data rights for integration, maintaining, functional troubleshooting, raw data features, measures, settings, and units as algorithm inputs, and expected output readings and information to enable replay/functional checks of the sensor hardware and software.
Sensor replay tool/software is also required. Data rights for production/manufacturing by third party vendor is not required.
Additional funds will not be provided for data rights documentation and replay tool/software; please include estimated cost for data rights and replay in proposal and ensure the cost is a separate line item and labeled accordingly.

Attachment 1 page 3, Section 5, Requirements Table row 2
For time to alert, does the within 5-minute requirement start after a sample is collected, or is sample collection included in the time to alarm?
The time to detection, classification and presumptive identification of a biological agent has to occur within 30 minutes or less. Once this occurs, an alert should be sent to operator within 15 minutes (T) or 5 minutes (O).

Time to alarm, false alarm rate, and UPS operability all may be trade space with sensitivity. What are the sensitivity requirements for the sensor?
The sensor has to be able to detect 1μm particle size at concentration relevant to a bioterrorism event, should detect, classify, and provide presumptive identification within 30 minutes.
25 Topic Solicitation No. 9:
70RWMD22R00000001,
Attachment 1 page 3, Section 5, Requirements
Does the replay tool just need to provide the capability to provide results of running collected data through updated system algorithms, or does the replay need to run the data through updated system algorithms and display the results as it would on the system (to the user interface or network interface)?
The replay tool does not need to have a data display as it would on the system. The replay tool has to provide the results, indicate alarm state, alarm time stamp, description of what was detected, and any important information that the sensor itself would provide to the user. However, the replay tool does not need to process and display the data output to a user on a GUI or API.
CWMD is capable of writing scripts to translate output files from one format to another. The output of the replay tool must favorably compare to the live output of the sensor.
