About this file

This is a Request for Proposal (RFP) issued by the Tarrant Regional Water District (TRWD) Purchasing Department for fence and gate additions at the Eagle Mountain Office facility. TRWD is soliciting proposals for labor, materials, equipment, and incidentals necessary to install approximately 350 linear feet of 8-foot-tall galvanized chain link fence, a sliding galvanized gate (maximum 31 feet), a gate operator (Viking H-10 model), a 12-inch-wide by 6-inch-deep concrete mow strip, and razor wire installations. The mandatory pre-proposal meeting is scheduled for October 20, 2026, at 10:00 a.m. at 10201 N. Shore Drive, Fort Worth, Texas 76135. Questions must be submitted by October 27, 2026, at 5:00 p.m., with proposals due electronically by November 3, 2026, at 2:00 p.m. through the procurement portal at https://procurement.opengov.com/portal/trwd. Contract selection is anticipated for November 30, 2026. The project must be completed by January 29, 2027, with work hours limited to Monday through Friday, 7:00 a.m. to 5:00 p.m. A one-year warranty on labor and installation defects is required.

Proposals will be evaluated on a weighted basis: price (40 percent), references and qualifications (30 percent), project approach (20 percent), and time for completion (10 percent). The pricing proposal requires submission of lump-sum costs for fence material and labor and gate material and labor as separate line items. For contracts exceeding $50,000, bidders must submit a bid bond equal to at least 2 percent of the total bid amount. Liquidated damages of $150 per calendar day apply for failure to meet the completion schedule. Contractors must demonstrate a minimum of 10 years of industry experience, provide proof of required insurance, submit background checks, and ensure that a project manager is present on-site at all times. The District reserves the right to reject any proposal not meeting specifications or established criteria and may conduct investigations regarding contractor responsibility, qualifications, and financial ability.

Proposal forms obtained from any source other than the District may be incomplete and bidders risk not receiving necessary addenda, or other required documents causing the bid to be considered non-responsive, and eliminating the proposal from award. The District will not be responsible for the completeness, accuracy, or timeliness of the final bid documents obtained from other sources.

2.2. 2.2. ......................................INTERPRETATION OF THE PROPOSAL DOCUMENTS

3. Provide adequate information to allow a response to be made. i.e. reference specific sections, provide a brief background to set the stage for your question, etc.

4. Do not use this as a forum to request approval of an alternate product. Follow the provision of the bidding documents for this process

5. Ask questions early. The deadline for questions will not be extended unless the date for receipt of bids is extended. No response will be made to questions asked after the deadline

6. Responses to questions are not part of the Contract Documents and cannot modify the Contract Documents. An addendum must be issued to clarify, correct or change the Contract Documents, addenda or the related supplemental data
