Questions from Vendors for Replacement, Repair, and/or Overhaul of Parts for NOAA Twin Otter Aircraft Solicitation Number: EA-133M-17-RQ-0011

1) The solicitation appears to be for AOC technicians to purchase parts or get parts repaired from outside sources. However, section A.1 of the Specifications describes a scenario where the installation of the parts would be required from the contractor as well. Can you please clarify if this contract is only for NOAA aviation technicians to purchase parts and repairs or for actual maintenance and installation on the aircraft as well?

Response: Please see revised specifications.

2) Would this essentially result in a 10 year overall contract award or in a 1 year contract with 9 Option years?

Response: Please see amended RFQ.

3) Will there be a Minimum annual contract award (to cover administrative costs, etc)?

Response: As per clause 1352.216-75:

During the term of the contract, the Government shall place orders totaling a minimum of $25,000.00. The amount of all orders shall not exceed $1,000,000.00.

4) If so, is that Amount something the Vendor should include in its Price Proposal or is the Amount determined by the government?

Response: No.

5) Is there a Minimum annual contract award for items (materials)?

Response: The only guarantee is for the minimum (see answer to question #4).

6) There is no part number shown for the FUEL QTY INDICATOR under the B.1: Partial List of Projected Components to be ordered for DHC-6-300 Twin Otter (Exchange, Overhauled, and New).

Response: See revised specifications.

7) Is there an allotted amount of money up front; for the parts they would like to for us to keep in stock?

Response: No, there is no such requirement within the solicitation.

8) May we submit our Repair Station Manual and Quality Assurance Manual, as part of our Technical Volume?

Response: Please see RFQ for technical volume preparation (RFQ Submission/Addendum to 52.212-1/2. Quote Instructions/a. Technical).

9) Are all four aircraft in operation; or any grounded due to maintenance needs?

Response: The status of our aircraft is variable.

10) Request clarification of how prices/options will be calculated? There is only one place to supply actual prices (for the partial list of parts), but the Solicitation states "(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced.

Evaluation of options shall not obligate the Government to exercise the option(s)."

Response: Please see revised RFQ (RFQ Submission/Addendum to 52.212-1/2.

Quote Instructions/c. Price).

11) Will the govt be able to provide historical data such as anticipated removal rates for the items expected to be ordered during the course of the contract?

Response: The following historical data is provided:

Total amount obligated in FY11: $43,893.00 Total amount obligated in FY12: $30,000.00 Total amount obligated in FY13: $13,165.67 Total amount obligated in FY14: $123,621.19 Total amount obligated in FY15: $190,179.03 Total amount obligated over five (5) years: $400,858.89
