STATEMENT OF NEED
NOAA Ship OKEANOS EXPLORER – Advanced High-Speed Trunking Modem for SeaTel 9711 Very Small Aperture Terminal (VSAT) System
(PR: NMAN7200-16-01602)
PURPOSE: This procurement request is for the purchase of four (4) advanced high-speed trunking modems and two (2) redundancy switches to provide the most efficient, highest throughput for the NOAA Ship OKEANOS EXPLORER SeaTel 9711 VSAT system. It also provides a hot spare and auto switching capability in event of the catastrophic failure of the modem. This system is the only Wide-Area Network (WAN) connection to transport all ship’s mission data traffic as well as the scientific mission Telepresence Video and Audio data traffic.
SCOPE OR MISSION: The exploration and discovery of underwater structures, ecosystems, and other oceanographic phenomena is a critical component of NOAA’s mission. OMAO, OAR and NOAA Ship OKEANOS EXPLORER rely on this vital communications link to transport scientific video and audio streams as well as the ship’s routine business data streams for information exchange and delivery to both government and academic/internet portals. Failure of any component of the SeaTel 9711 VSAT terminal will result in loss of this data connectivity and will significantly impact the successful accomplishment of the ship’s and OAR’s mission.
BACKGROUND: The Satellite Communications (SATCOM) system is deemed a Category 1 mission critical system for NOAA vessels that require an “always-on” broadband satellite communications data link. This SATCOM system is the vessels’ primary means for underway administrative and scientific functions such as file and image transfer, telephony, video conferencing, e-mail, Virtual Private Networks (VPNs), and database backup. NOAA Ship OKEANOS EXPLORER has a SeaTel 9711 antenna system that is a 3-Axis marine-stabilized antenna system compatible with C-Band or Ku-band satellites using the iDirect satellite data network. The high-speed modem is an integral part of the SeaTel 9711 system.
TECHNICAL SPECIFICATIONS: COMTECH EF Data has been selected by the VSAT service providers as the designed modem and switch for the VSAT systems. The Comtech modem model CDM-760 and Comtech redundancy switch model CRS-500 are the OEM-designed equipment to function within SeaTel 9711 antenna system. A replacement the modem of the same brand will ensure the system will continue to operate efficiently during its life cycle which is essential to NOAA's requirements. Any other brand name modem will require adapters and other modifications that deviate from the original system design and will negatively impact the ability to quickly restore system functionality should a fault, failure or casualty to the modem occur. Specific design characteristics for the modem purchased include:
