14. Description of Amendment/Modification (Organized by UCF section headings, including solicitation/contract subject matter where feasible.)

Amend Soliciation EA-133M-16-RQ-0680 as follows:

A. Brand Name Justification form is posted to this requirement.

• Will the RFQ need to have travel built in for the kickoff with NOAA, or will it be a separate reimbursement?

Travel must be built in.

• Does the government expect any additional follow-on meetings during the period of performance that will need a travel component priced out?

The Government expects follow on meetings. Travel costs should be included or done through other means (teleconference, etc.).

• What is the expectation on how the final design will need to be delivered under to NOAA under the project? Will it be a digital delivery, hard copy mailed, or an in-person delivery that will need to be priced in the RFQ?

Any of these are acceptable. Digital delivery must be able to be opened by AutoCAD. All pricing must be incorporated into the quote.

• Will the complete system need to be enclosed into a safety enclosure, given the specs for amplitude, or will the "payload" component need to be the only portion enclosed in a protective enclosure?

The entire device needs to be in a safety enclosure.

• Will the rotation/movement of the hardware components need to be automated or can it use a variable switch or some other static induction method that is personally controlled?

Automated.

• How long is the contractor anticipated to deliver software updates for the system?

If it works properly, no updates are expected.

• Given that some of the requirements and methodologies are explained in a vague sense in the RFQ, can the contract officer provide a more detailed explanation of how the system will be expected to move, the anticipated requirement for mounting the sensors, and any other technical aspects that will need to be anticipated in pricing the design RFQ?

The product is a design service. All necessary specifications have been provided.

• Instructions to Offerors, page 1 of the solicitation, number 5 requires certifications at FAR 52.212-3 be filled in starting at page 18, however the clause states that –

Offeror Representations and Certifications -- Commercial Items (Apr 2016)

“The offeror shall complete only paragraphs (b) of this provision if the Offeror has completed the annual representations and certification electronically via the System for Award Management (SAM) Web site accessed through http://www.acquisition.gov . If the Offeror has not completed the annual representations and certifications electronically, the Offeror shall complete only paragraphs (c) through (r) of this provision. “

Since we have an annual SAM registration current, would the government accept a printed copy of the SAM registration rather than have us fill in the certifications and representations contained in full text in the solicitation?

Just check the box in the solicitation.

What are the government’s expectations as to the rough dimensions of the platform?

This is part of the design process. There are no exact dimensions required at this time; however, the expectation is for portability. Portabilitiy is defined as moveable by one person. Therefore, it should be placed on a cabinet or a cart with wheels.

• What is the governments expectation as to the exact degrees of motion required for the platform?

The Desktop Wave Simulator must subject the IMU's to motion in the vertical and horizontal directions such traveling in a circular path provides

• Is the governments expectation that the simulator will be connected to a computer while it is running, or perform the simulator computation on board?

A computer may be attached to the device to record the IMU output.

• Is the amplitude of motion of 0.67m in the vertical direction?

Yes, the amplitude of motion is .67m in the vertical direction.

• Does "rotational period of 2-15 seconds" correspond to the period of the 0.67m motion, or to some other motion/rotation that is intended to be simulated?

Yes, the rotational period of 2-15 secs does correspond to the 0.67m motion.

• We are picturing a horizontally mounted platform housing the 2 IMUs, able to be rotated to fixed angles on each of its two horizontal axes, and able to be actuated up/down. Is this the correct interpretation?

The Desktop Wave Simulator must subject the IMU's to motion in the vertical and horizontal directions such traveling in a circular path provides.

• Also, the specification mentions that the DWS will include a "feedback loop (rotational rate of sensors)". Can you clarify what the intention is? If the intent is to control the motion supplied by the test stand then we wouldn't want to use the signals from the sensors you intend to validate with the testing as control parameters. We can include additional instrumentation controlling the motion if needed, but a simple feed-forward on a stepper motor would be sufficient to produce the 0.67m, 0.5Hz vertical motion to a high degree of precision.

Yes, additional instrumentation controlling the motion is required. An additional sensor would be required for a proper feedback system.
