1. SEQ CHAPTER \h \r 1NOAA Marine Operation Center Atlantic – Common Access Card Entry Security System
1.1 SCOPE: The scope of this work is to provide and install a CCURE 9000 HSPD-12 compliant dual format access control system that will operate with Common Access Card (CAC).
1.2 References
None
1.3 Objective
i) Except as otherwise specified herein, the Contractor shall furnish all necessary personnel, materials, services, facilities, and otherwise do all activities necessary for and incidental to the completion of this SOW.
ii) System shall be HSPD-12, FIPS-201 compliant and capable of being 100% integrated into the NOAA Silver Spring Physical Access Control Enterprise System that uses the Software House Ccure 8000 system manufactured by Software House (http://www.swhouse.com/home/default.aspx).
iii) Reviewing the design/layout and the architectural drawings of the facility and conferring with NOAA and CM/GC representatives to ensure full understanding and scope of the Security and Access-Control System installation, testing and certification.
1.4 IT Security and IT Certification & Accreditation (C&A).
i) Security Requirements for Information Technology Resources (Commerce Acquisition Regulations (CAR) 1352.239-73) (clause 73). The C&A Requirements of clause 73 do not apply, and a Security Accreditation Package is not required.

1.5 Requirements
a. Definitions: Whenever used herein or in other documents which invoke this specification by reference, the following definitions of terms apply:
a. Inspect. Visually evaluate the specified surface, item, part, or component for evidence of contamination, damage excessive wear, scoring, and any other condition which could interfere with the proper operation or functioning of the surface, item, part or component.
b. Install. Place the specified item in position for service and make all connections needed to insure proper use, service, appearance, and operation.
c. PHYSICAL ACCESS CONTROL SYSTEM (PACS): Shall be HSPD-12, FIPS-201 compliant and capable of being 100% integrated into the NOAA Silver Spring Physical Access Control Enterprise System that uses the Software House Ccure 8000 system manufactured by Software House (http://www.swhouse.com/home/default.aspx).
b. General:
a. Make all electrical and LAN connections for system to be fully operational.
b. Run all wiring in building one and two to must meet Commercial Building standards (TIA) for power and LAN to existing wiring.
c. All materials used for this item shall be current off the shelf.
d. Like items of materials provided hereafter shall be the end-products of one manufacturer in order to achieve standardization of appearance, maintenance and replacement except noted.
e. Delivery, Storage, and Handling: Deliver material to the site in an undamaged condition. Carefully store materials off the ground to provide proper protection against oxidation caused by ground moisture.
f. Provide 4 hours of onsite training on the system after installations.
c. The Contractor shall review the design/layout and architectural drawings with CM/GC and NOAA representatives and confirm scope of work and locations of all Security and Access-Control devices/equipment, and shall confirm rack location for installation of Security and Access-Control Panel, and Door-Lock Controllers. The Contractor shall design an IP-based FIPS-201 compliant Security and Access-Control system consistent with established industry practices and that meets the design/performance criteria established during discussions with CM/GC and NOAA representatives. The contractor will be responsible for installing all components of the Security and Access-Control system and interconnecting all components into a fully integrated, functional Security Management and Access-Control system.
d. The Contractor shall procure Security and Access-Control system components (e.g. equipment, hardware and software); shall install and inter-connect all Security and Access-Control system components; and shall test equipment upon completion of installation to ensure a complete and operable Security and Access-Control System.
(i) The Security and Access-Control System shall include access control via FIPS 201-compliant card readers, electronic lock controllers with electronic lock controls on specified doors controlled by an integrated software suite;. Locations of perimeter/exterior key card panels have already been identified and conduit with pull strings will be installed by the CM/GC. The Security and Access-Control System shall be comprised of equipment identical or equal in function/capability to the following:

(h) (OPTIONAL ITEM) Fixed-mount interior IP (w/PoE capability) cameras (Model ADCIPE3312ICN, or equivalent) as well as Fixed-mount and PTZ exterior IP (w/PoE capability) cameras (Low-light and/or IR capability) with pressurized, weather-proof, anti-fog enclosures (Model ADCIPE3712OCN, or equivalent, (Fixed) and Axis Model 215 w/ext. bundle & ceiling/roof mount, or equivalent (PTZ))
(i) Two Security and Access-Control system Client Workstations with dual SVGA/DVI Flat-Panel monitors (minimum 17”) and dedicated mouse/keyboard/camera PTZ controls
(j) (2) Digital Video Client Software licenses and media to install Client software on ten PC workstations as identified by NOAA
(2) Coordinate with the CM/GC for the appropriate installation timing. In the case of work schedule conflict, critical path activities scheduled by the CM/CG will take priority over low voltage system installation schedule.

e. Architectural Design Review and Drawings:
(1) The Contractor shall review the design/layout and architectural drawings with CM/GC and NOAA representatives and confirm scope of work and locations of all Security and Access-Control devices/equipment, and shall confirm rack location for installation of all Security and Access-Control Server PCs, Door-Lock Controllers, Video Recorders and Video Storage appliances. The Contractor shall design an IP-based Security and Access-Control System consistent with established industry practices and that meets the design/performance criteria established during discussions with CM/GC and NOAA representatives, the contractor will be responsible for installing all components of the SACS and interconnecting all components into a fully integrated, functional Security and Access-Control System. The final design shall be approved by NOAA prior to the contractor procuring the necessary equipment to complete installation of the approved design. The final design shall include the quantity of equipments/components necessary to fully address the functional and operational requirements of MOC-A and shall include a complete list of equipment/components necessary to satisfy the requirements as specified in the facility architectural drawings. The final design shall also include a one-line diagram of the completed SACS and shall also include a narrative of the configuration items necessary in each component of the system to fully implement the design solution. A copy of the final design along with the one-line diagram and the configuration narrative shall be submitted as a contract deliverable.
xii) Sub-Task B: Procure Equipment for SACS:
(1) The Contractor shall procure all necessary equipment/components as identified in the final approved design using GSA Schedule pricing or vendor pricing that provides the best value, least cost to the Government. The equipment to be procured and installed shall be identical or similar in capability to those listed within this sub-section in the quantities necessary to meet the requirements as noted in the site drawings.

(h) (Optional Item) Ten Digital Video Client Software licenses and media to install Client software on ten PC workstations as identified by NOAA
(2) Procurement shall include any equipment, tools and materials necessary for installation of the System, specifically the following:
(a) All Interior Fixed-Focal-Point IP and Exterior Fixed-Focal-Point/PTZ IP cameras as listed in ATTACHMENT A
(b) All Interior and Exterior Card Access Points as listed in ATTACHMENT A
(c) All Interior and Exterior Electrified Locking Hardware for each door operated by card access
(d) All Flat-Panel TVs/Monitors, IP DVRs/Video Controllers and other associated equipment as listed above.
(e) Enclosures/Mounting Units and associated hardware for all interior and exterior cameras
(f) Mounting Units and associated hardware for all interior and exterior Card Access Points
(g) Mounting Units and associated hardware for all interior and exterior electrified locking doors
(h) Appropriate network/interconnect cabling for/to each System component
(i) Network cable conduit is provided by the CM/GC under separate contract from each camera location and Card Access Point location to the IT Server Room.
(j) Security and Access-Control System servers w/software (including Access Control & Security Management, (Optional Item) Video Integration, Fire Panel Integration, and Central Web-Based Administration) and all installation/operation documentation and Instruction/Maintenance and Operation Manuals
(k) (Optional Item) Digital Video Control System Video Recorder Bundled Server w/ iSCSI NAS Storage Appliance and all interconnecting cabling
(l) (Optional Item) Digital Video Control Software and Client Software with all installation/operation documentation and Instruction/Maintenance and Operation Manuals.
(3) Sub-Task C: Install Equipment for SACS
(a) Provide all services including appropriately qualified personnel and equipment as specified above. Provide services for the installation of the system as follows:
(i) Pull network/interconnect cabling to each pre-determined camera and Card Access Panel location using CM/GC installed conduit
(ii) Complete installation of each interior and exterior camera and each Card Access Panel
(iii) Complete installation of each electronic locking mechanism/hardware on all doors identified in site drawings designated as Card Access door
(iv) (Optional Item) Complete installation of the IP Digital Video Control and Monitoring System with the associated 16TB NAS Storage Device into an equipment rack location as identified by NOAA in the IT Server Room.
(v) Server Room.
(vi) System is to be an IP based network system, to include appropriate training materials for operation of the entire System.
(4) Sub-Task D: Test and Verify Proper Operation of the SACS
(a) All testing and verification is to be completed by the Systems Installer as indicated in this sub-section.
(b) TESTING: Prior to scheduling final inspection, contractor will perform functional test, to include, but not limited to, the below. All functional tests reports shall be provided to the Government.
a. Test and verify correct connections.
b. Test and verify short circuits, ground faults and continuity.
c. Test and verify access card readers with keypads are operating properly to include reading both the 13.56 MHz (DOD CAC) and 125HZ (NOAA 37 Bit) card formats.
d. Test and verify host computer and software interaction with the access control are operating properly.
e. Test and verify all door hardware, to include, but not limited to, electric strike and request to exit buttons are operating properly.
f. Test and verify access control is operating properly.
g. If any defects are detected, the contractor shall make repairs or install replacement components and repeat the tests until such time that the complete security system meets all contract requirements. After the security system has passed the test and been approved by the Government, the contractor may request a final inspection. Final acceptance will not be made until retest at final inspection.
(c) FINAL INSPECTION: At the final inspection a factory trained representative of the manufacture of the major systems shall demonstrate that the systems function properly in every respect. The demonstration shall be made in the presence of the government representatives. Ownership of all equipment, hardware and software associated with the security access system to include manufacturer warrantees shall be transferred to NOAA upon written acceptance of the system after final inspection.
2) REQUIRED DELIVERABLES AND OWNERSHIP OF MATERIALS
a) Government Contact. The COTR will serve as the Government’s point of contact to review all submissions to verify adherence to this contract.
b) Reviews. Unless otherwise specified in SECTION H Schedule of Deliverables, the Government will have a maximum of seven (7) calendar days to review all submittals. The schedule for all milestones is listed in SECTION H Schedule of Deliverables. Additionally, the Contractor shall participate in a review meeting with the Government reviewers at various times throughout the project. The intent of these review meetings is to ensure that issues are clearly understood by the project team and are subsequently resolved efficiently and effectively.
Reviews by the Government are not to be interpreted as an approval of the Contractor’s apparent progress toward meeting the contract requirements but are intended to discover any information which can be brought to the Contractor’s attention which might prevent costly errors and omissions. The Contractor shall remain completely responsible for all deliverables in full compliance with the requirements of this contract.
c) Units of Measure. The Contractor may take project site measurements in either English or Metric (IS) units, but all deliverable documents shall utilize English units.
d) Deliverables. The Contractor shall submit the number of deliverables as specified in SECTION H, Schedule of Deliverables. In addition, the Contractor shall also submit one electronic copy of all written documentation in accordance with Section 5, Computer Compatibility Requirements, of this Statement of Work. All written documentation shall use standard white bond or formatted sheets 8½ x 11 inch, bound, organized in a logical sequence, tabbed to each section heading. Calculations shall be titled with each analysis clearly indicating the subject/problem being studied, applied references, assumptions, and analysis of answer.
e) Drawings. If any of the required reports contain drawings, then the Contractor shall submit one electronic copy of all the drawings in accordance with Section 5, Computer Compatibility Requirements, of this SOW.
f) Deliverable Titles/Labels. The deliverables shall be labeled using one of the following titles:

3) COMPUTER COMPATIBILITY REQUIREMENTS
a) COMPUTER SYSTEMS. The Contractor shall develop all documents on a PC computer system, and submitted on a CD-ROM. In addition, the Contractor shall ensure that all inserted “objects” within computer files are “embedded” rather than “linked” to ensure transportability of the files.
b) REPORTS. Unless otherwise specified, the Contractor shall ensure that all electronic report submittals listed in SECTION H – Schedule of Deliverables are submitted as one, self-contained file in Adobe Acrobat version 9.0 format. In addition, the Contractor shall ensure that the transmitted files do not have any of the security options set when submitted to the Government.
c) CAD DRAWINGS. The Contractor shall develop all electronic drawings in a format which can be used directly (without conversion) by AutoCAD 2010 for Windows. In addition, the Contractor shall ensure that the drawing files include all custom fonts or menus used to modify the drawings, and more importantly, all external references (i.e., XREFs) are BOUND as opposed to ATTACHED. Drawing representations need only be in two dimensions although three dimensional imaging is acceptable. In addition, the Contractor shall ensure that the layering is in accordance with the CAD Layer Guidelines, Second Edition (1997) by the American Institute of Architects (AIA).
d) WORD PROCESSING. The Contractor shall develop all collaborative documents (e.g., reports, memoranda, letters, etc.) and all construction specifications in a format which can be used directly (without conversion) by Microsoft Word 2007. In addition, the Contractor shall ensure that the submitted electronic files shall include all custom graphics, fonts, templates, and macros used to develop the documents.
e) SPREADSHEETS. The Contractor shall develop all spreadsheets in a format which can be used directly (without conversion) by Microsoft Excel 2007. In addition, the Contractor shall ensure that the submitted electronic files shall include all custom graphics, fonts, templates, and macros used to develop the spreadsheets.
f) STANDARD OF CARE. It is the responsibility of the Contractor to ensure that all electronic copies of deliverables are in the proper format as identified above. In addition, the Contractor shall exercise an appropriate “standard of care” to ensure that all electronic copies of all deliverables are free from defect and shall utilize the latest antivirus software applications. The Contractor shall be responsible for any and all damages as a result of noncompliance with this requirement.
END OF ITEM
The offeror shall provide with their offer Past Performance information consisting of contact information of three references of prior work which is of a similar nature and complexity. The offeror shall provide customer name, point of contact, address and verified telephone number and include a brief description of relevant work experience, when supplied to customer and applicable contract number. The Government reserves the right to contact any Government and private source in addition to those included with offeror quotes.

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Technical, Past Performance & Price.
Technical and past performance, when combined, are more important than price.
(b) "Options." The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).
(c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award.

4. 52.212-3 OFFEROR REPRESENTATIONS AND CERTIFICATIONS--COMMERCIAL ITEMS (MAY 2011) An offeror shall complete only paragraph (b) of this provision if the offeror has completed the annual representations and certifications electronically at http://orca.bpn.gov. If an offeror has not completed the annual representations and certifications electronically at the ORCA website, the offeror shall complete only paragraphs (c) through (o) of this provision.
(a) Definitions. As used in this provision--
"Economically disadvantaged women-owned small business (EDWOSB) concern" means a small business concern that is at least 51 percent directly and unconditionally owned by, and the management and daily business operations of which are controlled by, one or more women who are citizens of the United States and who are economically disadvantaged in accordance with 13 CFR part 127. It automatically qualifies as a women-owned small business eligible under the WOSB Program.
"Forced or indentured child labor" means all work or service--

(3) FSG 88, Live Animals;
(4) FSG 89, Food and Related Consumables;
(5) FSC 9410, Crude Grades of Plant Materials;

(7) FSC 9440, Miscellaneous Crude Agricultural and Forestry Products;

"Place of manufacture" means the place where an end product is assembled out of components, or otherwise made or processed from raw materials into the finished product that is to be provided to the Government. If a product is disassembled and reassembled, the place of reassembly is not the place of manufacture.
"Restricted business operations" means business operations in Sudan that include power production activities, mineral extraction activities, oil-related activities, or the production of military equipment, as those terms are defined in the Sudan Accountability and Divestment Act of 2007 (Pub. L. 110-174). Restricted business operations do not include business operations that the person (as that term is defined in Section 2 of the Sudan Accountability and Divestment Act of 2007) conducting the business can demonstrate--
(1) Are conducted under contract directly and exclusively with the regional government of southern Sudan;
(2) Are conducted pursuant to specific authorization from the Office of Foreign Assets Control in the Department of the Treasury, or are expressly exempted under Federal law from the requirement to be conducted under such authorization;
(3) Consist of providing goods or services to marginalized populations of Sudan;
(4) Consist of providing goods or services to an internationally recognized peacekeeping force or humanitarian organization;
(5) Consist of providing goods or services that are used only to promote health or education; or
(6) Have been voluntarily suspended.
"Service-disabled veteran-owned small business concern"--
(1) Means a small business concern--
(i) Not less than 51 percent of which is owned by one or more service-disabled veterans or, in the case of any publicly owned business, not less than 51 percent of the stock of which is owned by one or more service-disabled veterans; and
