Statement of Work NOAA Fisheries Navigator
Contract/Requisition number: NFFM5100-16-02518
Background:
A contract with Compass Publications is needed to produce and publish the NOAA Fisheries Navigator. This 4-page insert to the industry publication “Commercial Fisheries News” will contain stories of conservation and management activities in the Greater Atlantic region that are of interest to commercial fishermen, fish dealers, suppliers, marine conservationists, and other parties interested in fishing and fishery management.
Objective:
To partner with Commercial Fisheries News (CFN) to produce and publish a 4-page insert as an outreach and education tool focused on providing information about Federal fisheries rules and regulations, and NOAA Fisheries programs in the Greater Atlantic region to the commercial fishing industry and general public. CFN is a well-established commercial fishing industry newspaper that has been in operation for over 35 years and has a readership of 6,500 individuals.
The goal is to produce this 4-page insert on a bi-monthly basis (i.e., every other month) with an additional 1,000 overruns to make available at NOAA facilities, hand out at NOAA Fisheries and Fishery Management Council meetings and public hearings, and distribute to local fish houses, suppliers, etc.
Scope of Work:
NOAA Fisheries staff from the Greater Atlantic Regional Fisheries Office’s (GARFO) Communications Team will work with staff at Compass Publications (who produce CFN) to develop a template and provide content for the 4-page informational insert to Commercial Fisheries News on a bi-monthly basis.
Tasks:
1. GARFO Communications Team staff will seek input from the various divisions and programs housed in the Regional Office for ideas on content for each NOAA Fisheries Navigator issue at least 6-weeks prior to the due date for the next issue.
2. GARFO Communications Team staff meet with points of contact from each division/program to review ideas and decide on what to include in the next issue and staff are designated to draft text for the articles to be included in the next edition.
3. Appointed staff draft article text and route through their respective divisions/programs as appropriate.
4. Draft text is provided to GARFO Communications Team staff or initial review and editing, and then provided back to initial drafter for approval.
5. All draft articles are compiled and reviewed by the Deputy Director and other senior staff on the GARFO Communications Team.
6. The finalized articles are sent to Compass Publications for final layout based upon agreed upon template developed in conjunction with GARFO Communications Team staff.
