SOLE SOURCE OR LIMITED SOURCES JUSTIFICATION
(APPLICABLE TO PURCHASES $3,000 - $100,000)
1. Contracting Activity:
Publication of a 4-page insert in an industry publication, “Commercial Fisheries News.”
2. Purchase Request Number: NFFM5100-16-02518
3. Authority for Action:
FAR 8.405-6(a), Restricting Consideration under GSA Federal Supply Schedules
FAR 13.106-1(b), Soliciting from a Single Source
4. Describe the supply or service to be acquired and the total estimated dollar value:
Publication of the NOAA Fisheries Navigator, a 4-page insert to the industry publication, “Commercial Fisheries News” that will contain stories of conservation and management activities in the Greater Atlantic region that are of interest to commercial fishermen, fish dealers, suppliers, marine conservationists, and other parties interested in fishing and fishery management. The cost of this insert is $2,850 per issue, and it will be published on a bi-monthly basis for an annual cost of $17,100.
5. List the proposed contractor (name, contact, and phone number) and describe the unique knowledge or capabilities of the proposed contractor:
Commercial Fisheries News, c/o Compass Publications, Richard Martin, 207-348-1057.
Commercial Fisheries News (CFN) is the only region-wide, multi-state, and multi-species commercial fishing newspaper in the Northeast. It is a monthly publication that provides the fishing industry with the latest waterfront news, including information on the latest State and Federal fishing rules and regulations. It has broad readership of 6,500 individuals in the Greater Atlantic region (Maine to North Carolina) and is paid for by subscription and newsstand sales. Given CFN’s broad readership and over 35 years of experience with reporting news related to the commercial fishing industry, Compass Publications has the unique knowledge and capability to serve as the sole printing contractor for publication of the NOAA Fisheries Navigator, which will be inserted in CFN on a bi-monthly basis.
6. Describe your market research efforts and efforts to ensure that offers are solicited from as many potential sources as is practicable:
CFN is the only region-wide, multi-state, and multi-species commercial fishing newspaper in the
Northeast. Thus, this is the only publication that has the audience (commercial fishing industry) and readership (6,500 individuals) to meet the educational and outreach the objectives that NOAA Fisheries is trying to achieve through the Navigator. As such, no further market research is necessary.
7. State why you feel that the anticipated cost to the Government will be fair and reasonable:
The rate of $2,850 per issue of the NOAA Fisheries Navigator is reasonable given the extensive readership of this publication and that for this rate, NOAA Fisheries Service gets an additional 1,000 inserts to hand out at meetings, distribute to local fish houses and marine suppliers, and make available to the public in the Northeast Regional Office in Gloucester, and other NOAA Fisheries Service offices in the Northeast region.
8. Other:
9. Certifications:
I hereby certify that the data provided above is accurate and complete to the best of my knowledge and belief.
