RFQ EA-133C-17-RQ-0315

Evaluation Criteria The United States Government will award a single Blanket Purchase Agreement (BPA) resulting from this Request for Quotes (RFQ) to the responsible offeror(s) whose quote conforming to the RFQ will be most advantageous to the Government (price and other factors considered). In addition to price, the following factors will be used to evaluate whether an offeror’s quote is technically acceptable or not: Technical Approach, Demonstrated Qualifications of Proposed Personnel, and Past Performance.

Quotes will be evaluated using the best value continuum. With regard to technical evaluation factors, in order for a technical quote to be evaluated as technically acceptable, the technical volume must satisfactorily address the following evaluation criteria:

1. TECHNICAL CAPABILITY:

An offeror shall provide a detailed technical and practical approach outlining the offeror's strategy for fulfilling each task identified in the Statement of Work (SOW), including contractor capabilities, proposed disposal facilities (both offeror owned and third party), and management method codes. This BPA requires the contractor to own and operate a regulatory compliance Transportation, Storage, and Disposal facility (TSDF). Due to federal environmental regulations for NOAA facilities, brokers will not be considered for this contract.

2. DEMONSTRATED QUALIFICATIONS OF PROPOSED PERSONNEL:

The offeror and any proposed subcontractors must be appropriately licensed and/or permitted to perform the work described in the SOW. The offeror must be an established and recognized provider of the required services with the adequate capacity and personnel to perform the requirement. The offeror, its agents, employees and all subcontractors must be in compliance in all respects of the treatment, storage and disposal process, with all applicable Federal, State and Local rules and regulations. The offeror shall list any EPA or State Program notice of violations within the past two (2) years for the offeror, subcontractors, and proposed treatment, storage, and disposal facilities. A minimum of five (5) years’ experience in hazardous waste pickup, transport, management and disposal required. Information establishing that the contractor is appropriately licensed, permitted, and insured for the transport and temporary storage of the hazardous waste involved in this contract and a list of intended temporary and final disposal sites for each category of waste shall be included.

3. PAST PERFORMANCE:

The offeror shall provide evidence of demonstrated relevant past performance during the last three (3) years on contracts/BPAs/orders, which are similar in scope and content to this requirement. The Government will evaluate the following areas under past performance: (1) quality of products or services, (2) cost control, (3) timeliness of performance, (4) business relations.

The offeror shall provide summary and reference information for at least three (3) examples of relevant past performance, which may be completed or currently ongoing and which are similar to the tasks listed in the SOW. The name, phone number, and e-mail address for the customer's primary technical contact point must be provided. The Government may contact the provided references if needed.
