About this file
This is a Statement of Work (SOW) for the removal and disposal of approximately 3,200 gallons of degraded E85 gasoline from a 5,000-gallon storage tank located at the VA Southern Oregon Rehabilitation and Care Complex (SORCC) in White City, Oregon. The work is required to address ongoing operational disruptions caused by fuel supply inadequacies across multiple VA departments, including Veterans Transportation, Grounds Operations, and other facility vehicle services. Once the E85 tank is emptied, it will be repurposed as a dedicated unleaded gasoline tank for Veterans Transportation, while the existing 2,500-gallon unleaded tank will support Grounds and other facility operations, eliminating fuel shortages and reducing offsite fuel purchases.
The vendor must perform lockout/tagout procedures, remove ignition sources, open and ventilate the tank, transfer any recoverable product, remove reachable solids, and label and manifest the E85 fuel for recycling or disposal. The work must be completed between November 1, 2026, and November 30, 2026, with routine inspections throughout and final inspection upon completion. Deliverables include transportation manifests and disposal/recycling paperwork. Risk mitigation measures focus on preventing fuel spills and fires through removal of ignition sources, lockout/tagout compliance, and spill containment measures. No background investigation is required, and no government-furnished equipment or information is provided. The contract is currently in pre-solicitation status under solicitation number 36C260-27-AP-0522, issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 20.

STATEMENT OF WORK (SOW)
as of 3/25/2026
1. Contract Title.
Removal of approximately 3,200 gallons of E85 by pumping out tank and disposal/recycling off station.
2. Background.
The task is required because the current fuel setup is creating ongoing operational disruptions and budget complications across multiple departments. Veterans Transportation, Grounds Operations, and other facility vehicles all rely on a single 2,500‑gallon unleaded tank, which has repeatedly run out of fuel and left critical services without an on‑site supply for up to a week at a time. When this happens, Transportation must fuel off‑site using a different fund control point, causing budget shortages in accounts needed to maintain vehicles and equipment. Meanwhile, a 5,000‑gallon E85 tank located directly across from the shared unleaded tank has been sitting unused for more than six years and still contains approximately 3,200 gallons of degraded fuel that cannot be used and must be properly disposed of. Emptying and reclaiming this tank would allow it to be repurposed as a dedicated unleaded gasoline tank for Veterans Transportation, while the existing 2,500‑gallon tank would support Grounds and other facility operations. This separation would eliminate fuel shortages, prevent off‑site fuel purchases, reduce strain on maintenance budgets, and ensure that all departments have reliable and consistent access to the fuel required to support mission‑critical services.
3. Scope.
The vendor shall:
- Pump out approximately 3,200 gallons of E85 gasoline.
- Perform lockout/tagout procedures.
- Remove ignition sources.

• remove reachable solids
• remove blanking and lockout/tagout
• manifest and label waste
• transport E85 fuel for recycling/disposal
5. Performance Monitoring (if applicable).
