About this file
This document is a single source justification for emergency repair services at the Bannock Pump Station for the Fort Hall Irrigation Project. The justification cites an urgent need to diagnose electrical issues with pump number 6, as failure to provide required irrigation could result in crop failure and claims against the government for lost crop values. The vendor identified as the single source, Hunt Electric Inc., has worked on these pumps previously and is familiar with them. Due to the emergency nature of the requirement, market research was not conducted and the exception under FAR 5.202(a)(2) applies. The related federal contract opportunity is for emergency repair services at the Bannock Pump Station pump number 6, identified as a limited/sole source justification between the Department of the Interior Bureau of Indian Affairs Northwest Region and Hunt Electric Inc. for an estimated amount not to exceed $XX,XXX.

1. Contracting Activity: This document is a justification for single source determination under
Simplified Acquisition Procedures (SAP) under the Simplified Acquisition Threshold (SAT) for the Department of the Interior, Bureau of Indian Affairs, Northwest Regional Office, Fort Hall Irrigation Project
2. Description of supplies or services required to meet agency needs.
The Fort Hall Irrigation Project (FHIP) has an urgent and compelling need and requires emergency repair services to diagnose the electrical problems in pump number 6 at the Bannock Pump Station. FHIP has two large pump stations, the Portneuf Pump Station and the Bannock Pump Station. The Portneuf Pump Station pumps water from the Portneuf River to the south main canal which flows to the Bannock Pump Station. The Bannock Pump Station provides irrigation water to approximately 4,000 to 5,000 acres which grow potatoes, grain, and corn. The Bannock Pump Station was designed and built with 3 - 350 HP and 3- 300 HP pumps. Currently one of the 300 HP pumps is having electrical issues inside the electrical panel at the Bannock Pump Station. If the pump is not brought on line it could result in the government being subject to large tort claims from the loss of crops. The vendor, Hunt Electric Inc., has worked on these pumps for the FHIP in the past and is very familiar with these pumps. They are the vendor currently working on this electrical issue and need more time to diagnose the problem. They have been approved to work with a NTE amount of
3. Identification of the single source to be solicited.
Hunt Electric 237 Roosevelt St American Falls, ID 83211-1217 208-221-8773

Failure to provide the required irrigation would cause crop failure and could cause the government to be open to a claim for the value of the lost crops. The Fort Hall Irrigation Project requires emergency repair services to diagnose the problem to one of their water pumps that supplies irrigation to several hundred acres of potatoes, grain, and corn. The customer contacted the Acquisitions Office on Wednesday, 07/12/2023. approved the work to proceed with an NTE amount of .
6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.2 and, if not, which exception under 5.202 applies.
Due to the emergency nature of this action, Market Research was not conducted.
Additionally, there are no further barriers to competition for pump repair requirements other than the urgency in this circumstance. Future requirements of this nature will continue to be publicized and competed. The exception at FAR 5.202 (a)(2) applies.
