Contractor Questions/Answers: No. E16PS00099

1. Other than “ability to measure a wide range…”, a firm requirement is not given for the thickness of oil to be measured. An example is offered, “1mm-75mm in 3-5mm increments.” Should we conclude from the example that the ability to measure 1mm is an important requirement? Is there a minimum thickness requirement?

Answer:

The solicitation was made via BAA because there are many potential solutions to the problem which each would have limitations. An accuracy of 1mm was given as an example but it not an important requirement. Reasonable thickness increments may be as great as 1/8 inch. We would like you to tell us with what accuracy your proposed technology would measure. There is not a minimum thickness requirement.

2. Is this follow-on work from a specific previous project? If so, what group performed that work?

Answer:

A recently completed project (BSEE project 1037) investigated several commercially available sensors utilizing capacitance technology. This final report should be available on the BSEE website in the near future. http://www.bsee.gov/Technology-and-Research/Oil-Spill-Response-

3. Are we concerned with sea ice in this effort, or is it assumed that the water is liquid?

It is assumed the water is liquid.

4. We have seen previous studies using ultrasound reflection to measure thickness, arrays of conductivity sensors and optical sensors, and have seen an electromagnetic solution in an existing product. From what we can tell in reading about those, they seem to meet the requirements of this BAA. Is there additional information that describes the shortcomings of these and other techniques?

We do not have additional information that can be provided that assess these technologies.
