About this file
This document is the E-Verify Quick Reference Guide for Employers, current as of May 2025, published by U.S. Citizenship and Immigration Services (USCIS).
The guide provides a comprehensive overview of the E-Verify employment eligibility verification system for employers. E-Verify electronically confirms that newly hired employees' Form I-9 information matches records available to the U.S. Department of Homeland Security (DHS) and Social Security Administration (SSA). Employers must create E-Verify cases within three business days of an employee's first day of employment and are required to notify employees of E-Verify participation through posted notices in English and Spanish. Two user roles exist: Program Administrators (at least one required per company) who manage users, create cases, and maintain company profiles; and General Users (optional) who create and manage cases and view reports. All users must complete the online E-Verify tutorial before accessing the system. Employers are prohibited from using E-Verify to pre-screen applicants, discriminate based on citizenship or national origin, specify Form I-9 documentation requirements, or take adverse action against employees based solely on mismatch results.
The verification process yields six possible case results: Employment Authorized (automatic closure), E-Verify Needs More Time (DHS referral for further verification), Tentative Nonconfirmation/Mismatch (requiring employee notification and action within 10 federal working days), Case in Continuance (pending SSA/DHS processing), Close Case and Resubmit (requiring case closure and resubmission), and Final Nonconfirmation (terminating employment authorization). Employers must safeguard personally identifiable information, discuss results privately with employees, maintain accurate company profiles, and close all cases except those resulting in Employment Authorized. Photo matching is required for specific List A documents (U.S. passport, passport card, Permanent Resident Card, and Employment Authorization Document). Contact information for E-Verify support is available through multiple channels: 1-888-464-4218 for general inquiries, with specialized numbers for employer agents (1-888-464-4218), clients, and employees (1-888-897-7781), plus TTY and international options.
