E. Taylor Road Project Design Evaluation Criteria
This document presents the evaluation criteria for a Request for Statements of Qualifications issued by Volusia County's Office of Recovery and Resiliency for design and engineering services related to flood mitigation improvements on East Taylor Road in DeLand, Florida. The procurement seeks qualified firms to provide comprehensive design and engineering services for a stormwater pump station, force main installation, and water retention expansion within the 1,080-acre Lake Towanda basin to address hurricane-related damage from Hurricane Ian (September 2022) and Hurricane Milton (October 2024). The scope encompasses twenty deliverables including topographic and boundary surveys, environmental review with wetland delineation and endangered species surveys, utility identification, regulatory pre-application meetings with the St. Johns River Water Management District and U.S. Army Corps of Engineers, geotechnical and subsurface utility engineering services, and construction documents at 30%, 60%, 90%, and 100% completion phases. Responses must be submitted electronically through the County's eProcurement Portal by 3:00 p.m. on May 21, 2026, with a question submission deadline of May 7, 2026. The contract will be awarded to one or multiple firms for an initial term through project completion, with the project schedule structured as nine months for final design and permitting, three months for bid advertisement and contractor selection, sixteen months for construction, and two months for grant closeout.
Evaluation of qualifications will be weighted as follows: firm qualifications and assigned personnel (30%), relevant experience with similar projects and regulatory compliance demonstrating a minimum of five years of service in stormwater design, floodplain management, environmental engineering, and state and federal permitting programs (40%), and project approach and methodology (30%). The project is funded through a U.S. Department of Housing and Urban Development Community Development Block Grant for Disaster Recovery (CDBG-DR), with no specific contract value disclosed in available procurement materials. Respondents must comply with federal E-Verify requirements, register with SAM.gov, maintain professional licensing in Florida, provide debarment certifications and human trafficking attestations, and maintain comprehensive insurance including commercial general liability of $1,000,000 each-occurrence and $2,000,000 general aggregate, auto liability of $1,000,000 combined single limits, and professional liability of $2,000,000 per claim with $2,000,000 aggregate, with the County named as an additional insured. No incumbent vendors or current contractors are identified. Compensation may be structured through task assignments on fixed fee, time and materials, cost-plus-fixed-fee, or guaranteed maximum-not-to-exceed bases, with payment made within forty-five business days of invoice receipt.
