About this file

This is Amendment 0002 to solicitation M0026426Q0104, issued by Marine Corps Installations National Capital Region (MCINCR) on August 13, 2026. The amendment makes two significant changes to the original solicitation: it converts the acquisition from a 100% small business set-aside under FAR Subpart 16.5 procedures via NASA SEWP to an unrestricted acquisition under FAR Part 12 (Commercial Products and Commercial Services) procedures via SAM.gov, and it extends the response due date from July 17, 2026 to August 17, 2026 at 9:00 AM Eastern Standard Time to allow vendors sufficient time to prepare complete and accurate quotations.

The requirement is for Third-Party Hardware Maintenance and Support for End-of-Service-Life (EOSL) Data Center Infrastructure for American Power Conversion Corporation (APC) products and services. The solicitation seeks a single firm-fixed-price award on an all-or-none basis with a 12-month base period (CLINs 0001-0006) and two optional 12-month periods (CLINs 1001-1006 and 2001-2006), with delivery required by August 31 of each performance year. Payment terms are NET 30 via Wide Area Workflow (WAWF). Technical quotations must include manufacturer names, complete part numbers, proof of authorized reseller status for APC products, confirmation of ability to meet delivery schedules, and official documentation verifying technician certifications and diagnostic capabilities. The Government will evaluate quotations based on technical capability, price reasonableness through adequate price competition, and past performance using the Supplier Performance Risk System (SPRS). Quotations must be submitted electronically to Contract Specialist Gabrielle Woolfolk (gabrielle.r.woolfolk.civ@usmc.mil) and Contracting Officer Kellie Holley (kellie.holley@usmc.mil) by the specified deadline.

Addendum to Evaluation - Commercial Product and Commercial Services

Miscellaneous text in this section has been modified to:

52.212-2 ADDENDUM -- EVALUATION OF COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES

(Updated to align with the FAR Overhaul)

I. Basis for Award

The Government intends to award a single firm-fixed-price purchase order to the responsible quoter whose quotation, providing the required brand-name Third-Party Hardware Maintenance and Support for End-of-Service-Life (EOSL) Data Center Infrastructure for American Power Conversion Corporation (APC) solution, conforms to the solicitation, is determined technically acceptable, and represents a fair and reasonable price. This acquisition is conducted under FAR Part 12 - Acquisition of Commercial Products and Commercial Services, utilizing the simplified procedures authorized under FAR 12.2011.

Quoters are advised that initial submissions should contain their best technical and price terms. The Government intends to evaluate quotations and make an award without discussions; however, the Contracting Officer reserves the right to conduct discussions if determined to be in the best interest of the Government. The Government may reject any or all quotations and may waive minor informalities or irregularities in quotations received. Furthermore, the Government reserves the right to make no award depending on the quality and suitability of the submissions.

II. Evaluation Criteria

- Technical Capability

- Price

- Past Performance

Factor 1 - Technical Capability

The Quoter shall submit a technical description or documentation that clearly demonstrates their ability to meet all solicitation requirements. To be considered for award, the quotation must include:

- The manufacturer's name and specific Manufacturer Part Numbers (MPNs) for every item listed in the Schedule of Supplies.

- Explicit confirmation of the ability to meet the Government's required delivery schedule.

- Proof of Authorization: Documentation verifying that the quoter is an authorized distributor or reseller of Third-Party Hardware Maintenance and Support for End-of-Service-Life (EOSL) Data Center Infrastructure for American Power Conversion Corporation ( APC) products and services.

Note: A mere statement of compliance is insufficient. Quoters must provide the specific data points requested above to demonstrate technical capability.

Factor 2 - Price The Government will evaluate quoted prices in accordance with FAR 12.209 to determine completeness, accuracy, and reasonableness.

Evaluation Method

Description

Price Analysis

Price reasonableness will be determined primarily through the comparison of quotations received in response to the solicitation (Adequate Price Competition).

Pricing shall not exceed two decimal places for cents (e.g. $1.33).

Secondary Analysis

If necessary, the Government may use other techniques, such as comparison to the Independent Government Cost Estimate (IGCE) or comparison to historical prices paid for the same or similar items.

Reasonable ness Standard

A price is considered fair and reasonable if it does not exceed what a prudent business person would pay under similar market conditions.

Verification The Government will conduct a review for mathematical errors. In the event of a discrepancy between a unit price and an extended total, the unit price will be used to determine the correct total.

Factor 3 - Past Performance

The Government will evaluate past performance to assess the Quoter's performance risk. This evaluation will be conducted using the Supplier Performance Risk System (SPRS), consistent with DFARS Subpart 204.76.

The Quoter must demonstrate at least satisfactory past performance. The Government will consider SPRS generated assessments of price risk, supplier risk, and item risk as part of the overall responsibility determination. The Government may also consider other official sources, including FAPIIS.

Note on Data Absence: In accordance with the RFO, if no SPRS risk assessments or past performance data are available for the vendor, the Government will treat the absence of data as a Neutral rating, which will not be evaluated favorably or unfavorably.
