About this file

This is a user guide document for the e-Builder Project Management System used by the Georgia State Financing and Investment Commission (GSFIC) to accept electronic bids on behalf of the Georgia Department of Corrections for the Dooly State Prison Locking Control System project. The project involves construction of replacement and renovations to the electronic locking control system and locks at Dooly State Prison, including sprinkler system modifications and unit control room updates. The guide provides comprehensive instructions for vendors to register with e-Builder, access bid documentation, submit questions through the system, and submit their bids electronically. All bid opportunities are advertised on the Georgia Procurement Registry with project-specific links to the e-Builder Bid Portal. Vendors must register prior to bid submission, confirm company and contact information at each login, and acknowledge any addenda before submitting their bids.

The e-Builder system allows vendors to enter base bid amounts and any alternate bids as specified in the bidding documents, with the system automatically calculating deductions for alternate items labeled as deductions. Bidders must upload all mandatory supporting documents through the system, with the ability to upload up to three files at once and additional files in subsequent uploads. The platform permits vendors to save draft bids and return later to complete submissions, though once a bid is submitted, it cannot be resubmitted, changed, or updated. All bid questions and answers are handled within the e-Builder system and are visible to all bidders, though bidders' identities on questions remain confidential except to the question submitter. Technical support for the e-Builder system is available through support@e-builder.net or 888-288-5717, and Internet Explorer is the recommended browser for system access.

GSFIC Procurement e-Builder Registration & Bid Submittal User Guide

Overview

GSFIC will be using the e-Builder Project Management System to accept, review and store vendor bids and supporting documentation. The e-Builder system is a web-based software solution which allows a user to access, submit and review documents from anywhere there is internet connectivity.

GSFIC will continue to advertise construction bid opportunities on the Georgia Procurement Registry. All Bid questions and answers will be handled within the e-Builder system. Vendors who anticipate submitting their bids will have to register through e-Builder prior to submitting bids and documents.

Below you will find instructions on how to register and submit your bids with supporting documentation.

When a bid advertisement is posted to the Georgia Procurement Registry for a project, the documentation will contain a link to e-

Builder’s Bid Portal, which the vendor will use to access e-Builder and submit bids and any appropriate documents. Each link is project specific.

Questions regarding the e-Builder system can be sent to: support@e-builder.net or call 888-288-5717.
