Any proposal that includes emergency lighting or emergency control components other than those manufactured by SoundOff Signal shall be considered non-responsive and will not be considered for award. The completed vehicle shall be delivered fully programmed, tested, and ready for emergency service.
Up-Fitter Qualifications, Facility, and Service Requirements
Emergency vehicle conversion shall be completed by a qualified emergency vehicle up-fitter meeting the following minimum requirements.
The City of Cheyenne considers these vehicles mission-critical emergency-response assets that must remain available for immediate deployment. Timely access to qualified up-fitting, warranty, repair, and technical support is essential to minimize vehicle downtime and maintain operational readiness. Fleet standardization is also a key consideration. Maintaining consistent emergency warning systems, communications equipment, electrical components, installation practices, and service procedures across the fleet improves interoperability, simplifies maintenance and training, reduces equipment and parts variability, and promotes consistency and reliability during emergency operations. The facility and service requirements contained herein are intended to support these operational objectives throughout the vehicle's service life.
The emergency vehicle up-fitter shall meet the following minimum qualifications:
Y N 1. Be an authorized SoundOff Signal dealer/distributor.

Up-fitters located outside the thirty (30) road-mile service area may be considered only if the bidder demonstrates, to the satisfaction of the
City, that it maintains sufficient qualified staff, mobile-service capabilities, equipment, and transportation resources to provide the same or greater level of service and support to Cheyenne
Fire Rescue.
