Bid E-13-26 Specifications Summary
This document is a detailed specifications bid issued by the City of Cheyenne, Wyoming for the lease of one new, in-stock cab and chassis refuse collection vehicle equipped with a 40-yard front loader body. The city seeks a qualified financing partner to provide a cost-effective, transparent, and compliant lease agreement for the refuse collection vehicle with competitive interest rates, flexible payment options, and minimal fees. The bid specifies a low cab forward/cabover configuration with comprehensive requirements covering the chassis, frame, axles, engine, transmission, cab, body, hydraulic system, electrical system, and accessories. The city has requested that bidders provide the base truck cost, buyback cost, and pricing for different payment frequencies. The lease must include a non-appropriation clause and allow assignment of a guaranteed buyback with early buyout options available after one year without penalty. Award will be made to the bidder whose proposal offers the best overall value, financial terms, and compatibility with the city's existing fleet and operational needs.
The bid specifications require bidders to mark each line item with "Y" or "N" to indicate compliance with stated requirements, with unmarked or ambiguously marked items resulting in assumed non-compliance and potential bid rejection. The guaranteed buyback conditions require the vehicle to meet specified standards including minimum tire treadlife, brake condition, annual DOT inspection compliance, operational chassis and body functions, and mileage limitations, with additional requirements to be detailed by the bidder. The city intends to transfer its existing FleetLink DVR camera system from a trade-in vehicle to the new truck, requiring installation of eight cameras with associated cables and mounting, along with all necessary manuals, training at the Fleet Maintenance Facility, warranty coverage, and software updates at no additional charge during the warranty period. Successful bidders must provide on-board diagnostics equipment, cable packages, adapters, and a one-year subscription to all diagnostic and troubleshooting programs unless the city already possesses such equipment.
