About this file

This document is a Statement of Need from the National Oceanic and Atmospheric Administration (NOAA) requesting dockage for its vessel NOAA Ship Oscar Dyson at the Port of Seattle's Terminal 91 from December 28, 2023 through January 31, 2024. NOAA Ship Oscar Dyson requires a berth that can accommodate its 209-foot length overall and 20-foot draft, with a pier capable of supporting flatbed trailers pulled alongside for cargo operations assisted by the vessel's crane. While moored, the ship expects to receive up to 60,000 gallons of fuel, likely via barge delivery. NOAA Ship Oscar Dyson will depart Lake Union on or around December 28, 2023 to complete sea trials before arriving at Terminal 91 for crew and equipment transfers, fueling, and provisioning over two port periods separated by training exercises underway in Puget Sound. The related federal contract opportunity is solicitation number 1333MK24Q0007 for this dockage request issued by the Department of Commerce National Oceanic and Atmospheric Administration.

STATEMENT OF NEED FOR DOCKAGE

PORT OF SEATTLE TERMINAL 91

PURPOSE:

NOAA Ship Oscar Dyson is requesting dockage at Port of Seattle’s Terminal 91 (aka Pier 90/91) for a cumulative of up to 35 days, from 28 December, 2023 through 31 January, 2024. Terminal 91 has excellent accessibility, security, acceptable under keel clearance, acceptable length and durability for vehicles and loading equipment, and proximity to NOAA Alaska Fisheries Science Center warehouse. Additionally, Oscar Dyson is requesting use of lift truck, potable water, and electricity services available at this location. Based on past experience, Terminal 91 is generally the Port of Seattle’s preferred mooring location for assigning NOAA vessels.

TECHNICAL SPECIFICATIONS:

NOAA Ship Oscar Dyson requires a berth to accommodate vessel 209’ LOA and 20’ draft at Mean Lower Low Water (MLLW). The pier needs to be of strength and design to allow flat bed trailers to be pulled alongside Oscar Dyson close enough for the ship’s crew to offload gear onto trailers and to vessel with the use of the ship’s crane.

While moored Oscar Dyson may receive up to 60,000 gallons of fuel, presumably by barge delivery.

DELIVERABLE SCHEDULE:

NOAA Ship Oscar Dyson is scheduled to depart Lake Union, on or around December 28, 2023 and is expected to complete its Sea Trials that same day. Upon completion Dyson is scheduled to arrive Seattle, WA for gear and personnel transfer, as well as fueling and provisioning. Our current plan is to spend two periods in port during this time, but the durations are subject to change and therefore not specified here. These periods would be separated by an underway period conducting training and gear trial exercises underway in Puget Sound.
