About this file
This document is a single source justification for pier space dockage and services for the NOAA Ship Oscar Dyson at the Port of Seattle from December 28, 2023 through January 31, 2024. The justification identifies that only Piers 90/91 at the Port of Seattle can meet the vessel's requirements for sufficient pier space of at least 250 feet with 25-foot clearance, a gated and secure facility with manned guards, an adequately wide and strong pier face to support fully loaded 20-ton trucks and trailers, and potable water hookups. As the previous provider utilized successfully in 2020, Piers 90/91 can also accommodate the anticipated complex logistics involving vessel access, equipment loading and offloading, vehicle movement, trash removal, potential fuel barge delivery given proximity to fuel sources, and food store deliveries while allowing the vessel to avoid going through locks. The related solicitation is for this dockage at Piers 90/91 under solicitation number 1333MK24Q0007 from the Department of Commerce National Oceanic and Atmospheric Administration.

SINGLE SOURCE DETERMINATION
USING SIMPLIFIED ACQUISITION
PROCEDURES (SAP)
FOR AN ACTION NOT EXCEEDING THE SIMPLIFIED ACQUISITION
THRESHOLD (AUTHORITY: FAR 13.106-1(b)(1))
1. Agency and contracting activity. Department of Commerce, NOAA Office of Marine and Aviation Operations, Acquisition, Analysis, and Accountability Branch.
NOAA Ship Oscar Dyson is requesting pier space dockage fees, water, and electrical and trash services to be provided during an anticipated cumulative up to 35 days alongside in Seattle, WA. Dates are currently schedule to be the periods of December 28, 2023 through January 31, 2024.
2. Identification of the single source or the brand name to be solicited.
Port of Seattle - Terminal 91 Attn: Kelli Goodwin 2001 W.
GarfieldSt.
Seattle, WA 98119

3. Supporting rationale. Only one source or brand name is reasonably available as detailed below:
Compatibility to existing systems or equipment - NOAA Ship Oscar Dyson will require sufficient pier space. The space for Oscar Dyson needs to be at least 250ft of pier space, with 25ft clearance at Mean Lower Low Water (MLLW). The pier space should also be gated and secure with manned gate guards. The pier face should be of adequate width and strength to support 20 ton fully loaded trucks and trailers to allow loading or unloading of mission gear, food stores, and supplies. Additionally, potable water hookups will be required to replenish the potable water supplies of the ship. Piers 90/91 can accommodate these needs for Oscar Dyson as they have in the past.
During the time period outlined for moorage use it is anticipated that associated logistics for the vessel, her personnel, and shore side operations will be extremely complex. Activities will include vessel access for contractors servicing ship's systems;
loading and offloading mission critical equipment; movement of rental vehicles and
Source Selection Information- see FAR 2.101 and 3.104 equipment vehicles; trash removal service; delivery of fuel to vessel by barge (or proximity to the Manchester Navy Base for fueling); delivery of food stores; personnel arrivals and departures.
Due to the need of the NOAA Ship Oscar Dyson to be able to move in and out of the pier without having to go through the Ballard Locks into Lake Union or Lake Washington and the need for refueling barge to easily gain access to the vessel, Port of Seattle Pier 90/91 is the only pier that can meet the ship’s needs. It is critical that the vessel utilize a facility that is both secure and also provides access and loading with the minimum interaction with outside parties.
Since 2020 NOAA Ship Oscar Dyson successfully utilized the pier 90/91 facility to transfer gear and equipment in spite of the ongoing COVID-19 pandemic. The vessel was able to conduct all desired work including bunkering and departing and returning to facility based on need even when having to maintain agency COVID-19 protocols and precautions.
4. Market Research.
NOAA Ship Oscar Dyson has in the past explored and utilized other pier space provider options in Seattle and Puget Sound area, including going as far as the Naval Base in Everett.
The results establish piers 90/91 as the most suitable option to support the logistical needs noted above. Past experiences at piers 90/91 as well as other local facilities have served to reinforce the superior suitability of piers 90/91, especially when operating with COVID-19 related restrictions and protocols in place.
