About this file

This document is a Sources Sought notice for a federal contract opportunity related to providing fire protection for the Dexter building at Lookout Point Dam in Oregon. The U.S. Army Corps of Engineers, Portland District is seeking industry feedback on possible solutions for protecting a 10,000 SF building and warehouse from fire during the dam's low drawdown periods when the water level is below the intake pipe for the station service water source supplying the existing fire sprinkler systems.

The government is interested in a hybrid mist system that provides its own water supply and can efficiently absorb heat and reduce oxygen to extinguish fires. The existing fire sprinkler and detection systems in the Dexter Administration Building and General Maintenance Building will be demolished and removed, and new detection and alarm systems will be installed. The government estimates the construction cost to be between $1 million and $5 million, and plans to award a single firm-fixed price construction contract using a design-build approach by January 2026, with completion by the end of 2026 or early 2027. Maximum small business participation is sought at both the prime and subcontract levels.
