Dump Truck Sander Specifications Summary
This specifications document details the technical requirements for dump truck sanders required by Ada County Highway District (ACHD) in Idaho under RFP FL26-05. ACHD seeks four new, manufacturer current-model-year hydraulic-driven, ice control combination liquid and granular applicators mounted to dump boxes for highway snow and ice control operations. Each unit must feature a 201 stainless steel hopper body measuring 14 feet in length with a 7.4 cubic yard capacity, an 84-inch maximum outside width, and approximately 50 inches in height. The specifications establish comprehensive requirements for the hopper body construction, chain bar-flight conveyor system with adjustable deflectors, spinner assembly, anti-ice pumping system capable of approximately 190 GPM flow at 130 PSI maximum pressure, and an 800-gallon pre-wet/anti-ice liquid storage system comprised of two 400-gallon polyethylene tanks mounted on the skid assembly. Sealed electronic proposals must be submitted through the ACHD eProcurement portal by 3:00 pm local time on Wednesday, February 25, 2026, with public opening via Zoom immediately following. Written questions must be submitted by 4:30 pm on Wednesday, February 18, 2026, with responses provided by 4:30 pm on Thursday, February 19, 2026. The contract term extends from execution through September 30, 2026, with delivery required within a specified number of calendar days on an F.O.B. Boise basis.
Vendors must submit a completed Specification Matrix documenting compliance with all technical requirements and acknowledge all addenda and ACHD's Equal Employment Opportunity Policy and Title 49 CFR Part 21 non-discrimination requirements. Proposals will be evaluated with cost weighted at 30 percent and specifications compliance weighted at 92.1 percent, with contract award going to the lowest-cost responsive bidder meeting specifications. Bid security of five percent of the total proposal amount is required, and successful bidders must provide supply, material, payment, and performance bonds equal to 100 percent of the contract value within twenty calendar days of execution. Vendors must maintain Comprehensive General Liability Insurance with minimum limits of $100,000 per claim and $500,000 aggregate, along with Motor Vehicle Insurance and required Workers Compensation Insurance. Payment terms provide net 30 days from invoice receipt for items delivered and conforming to specifications, with the total contract value listed as TBD. Late delivery penalties of one percent per week of the total agreement amount apply commencing on the delivery date. ACHD reserves the right to place multiple orders throughout the contract period and order additional units within 180 days of award as budget constraints allow, with all terms, conditions, and prices applying to additional units.
