About this file

This specification document issued by the Iowa Department of Transportation Equipment Services outlines detailed technical requirements for complete manual tarp systems designed for the state's snow truck fleet. The procurement seeks dump truck box tarps sized to fit 13-foot bodies with internal dimensions of 84 inches wide by 156 inches long and external dimensions of 96 inches wide by 160 inches long. The tarp system operates front-to-back and must be supplied as complete installation kits individually packaged with instructions and all necessary materials for installation by Department personnel. The solicitation references RFQ 645-RFQ-1946-2026, with a bid opening scheduled for July 18, 2025, at 1:00 PM CDT and a closing date of July 30, 2025, at 1:00 PM CDT. The procurement utilizes commodity codes 6584 (tarpaulins for truck bodies) and 5500 (automotive accessories), with delivery specified as F.O.B. Destination to Warren County.

The specification mandates that tarps be constructed of waterproof material capable of withstanding hot asphalt temperatures ranging from 400 to 500 degrees Fahrenheit for summer use. The ground-level manual crank system must be mounted on the left front corner of the box and include bolt-on external body side mount springs, galvanized steel arms, offset elbows, and tension bow assembly. The system requires grommets installed approximately every two feet along each tarp side and must include a four-spring assembly constructed of aluminum or galvanized steel. Vendors must provide three manuals containing operation, adjustment, service information, and illustrated parts lists. The entire unit must be covered under warranty for at least one year, including all parts and labor for defects, with component manufacturer warranties extending warranty coverage if longer. Payment terms are structured as Net 60, and the Iowa DOT is a tax-exempt agency. The primary contact for the procurement is Tanner Thomsen at tanner.thomsen@iowadot.us or 515-233-7829.
