1. Contracting Activity: DSCA

2. Description of Action: To award a sole source delivery order under FAR Part 8 under an existing GSA schedule contractor.

3. Description of Supplies/Services: Award a Firm-Fixed Price sole source contract for a period of two

(2) months to Innovative Management Concepts (IMC), Inc. The contract will provide DSCA’s Training

Division with information technology services for the operation, testing, training and maintenance of

GlobalNET functionality in support of agency mission requirements. The estimated value of the contract including the option periods is $74,229.00. Funding used will be DOD O&M funds.

4. Authority Cited: FAR 8-405.6(a)(1)(i)(B) Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

5. Reason for Authority Cited: FAR 8.405-6(a)(1)(i)(B)- Only one source is capable of providing the supplies or services required at the level of quality required because the supplies or services are unique or highly specialized.

GlobalNET is an Office of the Secretary of Defense (OSD) initiative. The focus of the program is a common information technology platform to improve international partner outreach and collaboration efforts in a federated environment. A federated environment – characterized by the capacity of DoD institutions and Partners to directly share participants and content across proprietary community websites - fostering networks of partner influencers and enabling better use of DoD resources through collaboration among the Regional Centers for Security Studies, Partnership for Peace (PfP), international partners, and other DoD educational institutions and communities. The program uses a spiral development methodology to speed the delivery of open source collaboration technologies to the user community. DSCA oversees execution of the research and development of the GlobalNET effort and its operations, and ensures that the program addresses

DoD security cooperation requirements in the context of defense, interagency, and international information sharing and collaboration needs. GlobalNET is a unique web based platform supporting over 60,000 users.

The current contractor has the experience and trained personnel to provide the day-to-day support for

GlobalNET as well as the required operational testing and accreditation support. Due to the highly specialized services required, only individuals employed with IMC have the necessary skills and training and services to continue performance without disruption.

The impact to the agency without these IT services would be detrimental. Without a fully manned

GlobalNET team, the user community would not have Tier 1 support available to address and resolve GlobalNET issues. Furthermore, significant risk would be imposed on the current timeline for the scheduled March through May system release. The release would be disrupted and need to be re-scheduled. This delay could push the next GlobalNET release out to summer 2016 which would further delay the on-boarding of 17 communities and their content. This would severely impact our GlobalNET stakeholder partners, but also delay the on-boarding effort of new partners joining the platform. Currently four communities are coordinating with DSCA to join GlobalNET.

These communities include the Defense Institute of Medical Operations, the John F. Kennedy

Special Warfare Center, Information Support Community, and Marine Corps University Quantico.

6. Efforts to Obtain Competition: Efforts to obtain competition for this action are not feasible nor is it in the Government’s best interest, in the next 2 months. Any future procurement shall be published as required by FAR 5.2. This action is for a sole source contract through placement of an order with GSA schedule holder IMC, Inc.

7. Actions to Increase Competition: This action is required to meet critical mission requirements until such time that services are obtained under an 8(a) sole source procurement.

8. Market Research: Since no contractor but the proposed contractor is capable of accomplishing the short-term work without incurring disruptions in service and unacceptable delays, no market research has been conducted.

9. Interested Sources: None.

10. Other Facts: Discuss any other facts supporting the use of other than full and open competition, such as the following:

a. Use of In-House Resources was considered. Using Government personnel (military and civilian) to replace contractor personnel in the execution of duties under this contract is not realistic.

Government resources are not available and lack the expertise to perform technical requirements in-house.

b. Procurement history. Contract Number HQ0013-15-F-0001 was awarded to IMC, Inc. to perform

Help Desk support services and the scope of work included support of custom applications. IMC has corporate experience and agency specific knowledge in the infrastructure and applications of both hardware and software to include personnel on board with technical skills to support the

GlobalNET application. The previous procurement was vastly different in scope; however, IMC, Inc. is equipped to provide these highly specialized services by individuals that have the necessary skills and training to continue this short term performance without disruption. Contract HQ0013-15-F-0001 was succeeded by HQ0013-16-F-0005 with IMC which included a three month base and two one month options. This contract provides GlobalNET support services as the follow-on requirements were developed and finalized.

The follow-on requirements include information awareness and accreditation support services which are currently supported under an agreement between DSCA and the DOD Chief Information Officer (CIO) under Washington Headquarter Services (WHS) Delivery Order HQ0034-15-F-0062 with FCI Federal through 15 May 2016. Therefore, in an effort to synchronize the existing services into one contract vehicle, the period of performance for this sole source contract is two months.
