POLICY DEVELOPMENT AND RESEARCH DU206SF-17-R-0004

SECTION C – DESCRIPTION/SPECIFICATIONS/WORK STATEMENT

C.1 - GENERAL

1.1 BACKGROUND

The TOTAL (Technology Open to Approved Lenders) Mortgage Scorecard, herein after referred to as

TOTAL scorecard, is a statistically derived decision engine maintained by HUD that works in conjunction with outside Automated Underwriting Systems (AUS) platforms to identify FHA loan applications that in addition to the AUS review must pass a manual borrower credit underwriting review prior to acceptance for FHA insurance. HUDs confidential TOTAL scorecard was developed under contract and has been employed in the FHA credit underwriting process since May 2004. The scorecard was built using confidential FHA borrower credit data (procured through other contracts) that was paired with corresponding electronically collected loan application data and related to subsequent loan performance data. Subsequent contracts have provided for performance evaluations, updates, and re-estimation of the confidential mortgage scorecard algorithms as new data and experience have become available.

C.1.2 SECTION 508 COMPLIANCE

Section 508 of the Rehabilitation Act of 1973 requires that Federal agencies' electronic and information technology is accessible to people with disabilities. All future HUD web sites and applications must be developed to be compliant with Section 508. Each Electronic and Information Technology (EIT) product or service furnished under this contract shall comply with the Electronic and Information Technology

Accessibility Standards (36 CFR 1194), as specified in the contract, as a minimum. If the Contracting

Officer determines any furnished product or service is not in compliance with the contract, the

Contracting Officer will promptly inform the Contractor in writing. The Contractor shall, without charge to the Government, repair or replace the non-compliant products or services within the period of time to be specified by the Government in writing.

If such repair or replacement is not completed within the time specified, the Government shall have the following recourses: cancellation of the contract, delivery or task order, purchase or line item without termination liabilities; or make repairs performed by itself or by another firm and the CI shall reimburse the Government for any expenses incurred thereby.

C.1.3 Special Requirements

Because of special contractual obligations governing the use of credit data in HUDs possession and the confidential nature of HUD's scorecard, the Contractor will be required to sign and adhere to restrictive agreements relating to the use of FHA borrower credit data including a requirement that no portion of analyses under this contract may be released by the Contractor without the approval of the Assistant

Secretary for Housing - Federal Housing Commissioner and the Assistant Secretary for Policy

Development and Research (or designees) as communicated in written authorization by the GTR, all other provisions notwithstanding.

The QCP shall ensure the Government receives the level of quality that is consistent with the requirements specified in this contract. The QCP shall be sufficiently detailed to provide the Contractor's methodology for identifying and recruiting qualified personnel. The QCP shall also provide the Contractor's methodology for resolving problems identified by the Government during reviews conducted in accordance with its

Quality Assurance Surveillance Plan (QASP). The QCP shall also provide the Contractor's methodology for establishing an internal feedback system for support personnel, and for resolving problems identified by that feedback system. The QCP shall demonstrate and validate that the services or deliverables to be provided under the contract are completed with a level of quality that meets the minimum performance threshold established in the Government's QASP. The QCP shall address Quality Management Approach, Quality Assurance, Quality Control and Quality Standards.

C.2 SCOPE OF WORK

The purpose of this task order is to obtain contractor services to provide for performance evaluations, updates, and re-estimation of the confidential scorecard algorithms using FHA data and performance experience from loans insured from 1997 through current day with associated credit histories procured through other contracts that culminates in a final report reassessing scorecard performance in the context of alternative formulations with respect to scorecard prediction of loans likely to default and claim from borrower credit issues as well as fair lending impacts at alternative cutpoints.
