For undocking operations, the Contractor shall provide personnel, with appropriate communications to the Contractor’s Dockmaster, who are located at the sea valve and other items which have been overhauled, to tighten leaking sea valve piping flanges and valve bonnets or to terminate flooding of the dock if necessary. Undocking shall be carried out as specified in NSTM chapter 997.

(1) Reports. All reports required by this item shall be submitted in hard copy or electronically in Microsoft Word. Hard copy, (in duplicate), shall be printed on letterhead or on a Contractor-supplied form suitable for the required report. Reports shall contain the required readings or observations, the date and time taken, and the name and signature of the individual making the reading or observation. The required reports are as follows:

(a) Block inspection;

(b) Recording significant drydocking events;

(c) Results of inspection and recommended repair proposals and estimates for the underwater body;

(d) Results of inspections and recommended repair proposals and estimates for sea chest, valves, etc.; and,

(e) Results of inspections prior to undocking the vessel.

15. TUG DOCKING FACILITIES.

The Corporation intends to deliver both the Gatelifter and Tug at the same time to the Contractor’s facilities for drydocking and repair. Sufficient dock space shall be provided by the Contractor to accommodate both the Gatelifter and Tug. If both vessels are not in drydock concurrently, space will be necessary to moor one vessel while the other is in drydock. Both vessels will be picked up upon completion of all work required by this contract at the same time.

The dock shall be appropriately fendered to prevent damage to the Gatelifter or Tug during berthing and storage and shall be equipped with cleats/bollards to adequately secure the Gatelifter and the Tug.

ITEM NO. 1 (GATELIFTER)

16. BLAST CLEAN AND PAINT GATELIFTER.

a. General. The Contractor shall blast clean and paint the hull of the Gatelifter up to the main deck including the spuds and spud wells. This shall include floating the vessel off from the blocking and moving it such that the areas where the blocking contracted the hull can be blast cleaned and painted as specified.

b. Equipment Protection. All surfaces not requiring blast cleaning and painting shall be adequately protected from damage. Furthermore, it will be necessary to protect all of the winches and wire rope on the Gatelifter from the blast grit. It is not only imperative that none of the winches, sheaves or wire rope be contacted by the blast grit stream but also that no grit contacts any of the winches and wire rope. Proper operation is critical for SLSDC missions. Also, the lubricant on the wire ropes would collect grit particles; and when operated, the ropes and all of the associated components would be damaged.

c. Surface Preparation. Blast clean all exterior surfaces of the hull from the deck down and all ferrous appendages to a “white metal” condition in accordance with Steel Structures Painting Council, SSPCSP5 Standards. Any surfaces showing traces of oil or grease shall be solvent cleaned prior to blast cleaning. The Contractor shall take all precautions to prevent damage to machinery and surfaces not requiring blast cleaning and to prevent dust from settling into any adjacent films of wet paint. As soon after cleaning as practicable, and prior to formation of any form of corrosion from atmospheric moisture or other causes, all blast-cleaned metal surfaces to be painted shall be cleaned of dust and coated. Blasted surfaces shall be cleaned by vacuuming or blowing residue (i.e., removed coatings, blast grit, etc.) from all surfaces prior to commencement of any painting. If blow-off techniques are employed, air lines shall have adequate oil filters and water traps to ensure that no oil or water is deposited on surfaces to be painted. Failure to comply with these requirements will mean reblasting of these surfaces and/or washing these surfaces with solvent to remove oil deposits. Under no circumstances shall blasted surfaces be left longer than eight (8) hours before priming. If rust bloom is detected within the eight (8) hour period, the Contractor shall re-blast the affected area prior to applying the first coat of paint.

d. Paint Application (applicable to both the Gatelifter and Tug).

(1) General. All work shall be done in a workmanlike manner so that the finished surfaces will be free from runs, drips, ridges, waves, laps, pinholes, unnecessary marks, and film defects. Gloss and colors of the films shall be uniform throughout the job. All coats shall be applied in such a manner as to produce an even film of uniform thickness within the specified parameters. Areas of work found to have less than the minimum dry film thickness specified shall be recoated to attain the specified thickness. Areas of the work found to have more than the maximum dry film thickness specified may, at the discretion of the COTR, be required to be removed by re-blasting followed by reapplication of the full system within the specified dry film thickness tolerances. Edges, corners, crevices, welds, bolts, nuts, and rivets shall receive special attention to ensure that they receive an adequate thickness of paint. All painting shall be done by thoroughly experienced workers. Care shall be exercised during spraying to hold the nozzle perpendicular to and sufficiently close to the surface being painted to avoid excessive evaporation of the volatile constituents and loss of material into the air or the bridging over of crevices and corners. Spray equipment shall be equipped with mechanical agitators, pressure gauges, and pressure regulators. Nozzles shall be of proper size. Spray painting shall be supplemented with brushing or other means where necessary to properly coat crevices, pockets, and all other surfaces which cannot be satisfactorily coated by spray.

The Contractor shall use Maximum Achievable Control Technology (MACT) to control hazardous air pollutants during shipbuilding and ship repair (surface coating) operations. This is in accordance with Section 112 of the Clean Air Act, the U.S. Environmental Protection Agency (EPA), and NESHAP (National Emission Standards for Hazardous Air Pollutants).

(2) Paint Labeling, Storage, Mixing and Delivery. All paint shall be mixed and thinned so that when applied it shall provide a smooth, even surface. Each individual container of paint shall be shaken or mechanically stirred thoroughly immediately prior to being emptied into the sprayer reservoir. Paints shall be thoroughly stirred and kept at a uniform consistency during application. The paint shall not be exposed to freezing temperatures. Paint shall be delivered to the job in unbroken containers which shall show the designated name, formula, or specification number, batch number, color, any special directions, manufacturer and date of manufacture, all of which shall be plainly legible at the time of use. The contractor shall record quantities and their respective batch numbers for each element of the paint system used and submit this record to both the Corporation’s COTR and Contracting Officer.

(3) Painting Conditions. The paint shall be applied only to surfaces which are completely free of moisture as determined by sight or touch. While any painting is being done, the temperature of the surfaces to be painted and of the atmosphere in contact therewith, shall be maintained at or above 50o F. (10o C.). Paint, when applied, shall be approximately the same temperature as that of the surface on which it is applied; but in any event, the temperature of the paint shall not be lower than 50o F. (10o C.). The relative humidity shall be less than 85% during painting.

(4) Directions for Paint Application. The Contractor’s complete painting operation shall be in strict accordance with the paint manufacturer’s instructions. The paint shall be applied by means of a Graco or equivalent airless spray machine; however, it is to be understood that all areas inaccessible to spray painting shall be coated by brushing. Each spray coat of paint contemplated by these specifications shall consist of a preliminary, extra spray pass on edges, corners, interior angles, seams, crevices, junctions joining members, rivets, weld lines, and similar surface irregularities followed by an overall coat. The application of another coat of paint shall not cause such film irregularities as lifting or loss of adhesion of the undercoat; and the undercoat shall have dried sufficiently so as not to retard the drying of the next coats. At all times prior to final acceptance of the work, all coats of all painted surfaces shall be unscarred and completely integral at the time of the application of all succeeding coats. When in the opinion of the COTR and/or Inspector it becomes necessary, the integrity and continuity of all coats, including coats which have been damaged unduly or otherwise deteriorated, shall be re-established by retouching or repainting using paints identical with those being maintained. At the time of the application of each successive coat, undercoats shall be cleaned of dust, grease, or any other foreign matter which might adversely affect intercoat adhesion.

(5) Paint Inspection. All painting operations will be inspected for compliance with these specifications and the manufacturer’s instructions; and each coat and/or the completed paint system will be visually inspected and tested for imperfections by the COTR and/or Inspector accompanied by the Contractor. In this regard, the total dry film thickness and adhesion shall be checked and documented by the Contractor after each coat. As certain film thickness, adhesion, and pin hole testing may scar the newly painted surfaces, touch up after inspection will be necessary and shall be provided by the Contractor at no additional cost to the Corporation.
