SECTION C-DESCRIPTION/SPECIFICATIONS/STATEMENT OF WORK

DIGITAL AIRPORT SURVEILLANCE RADAR FREQUENCY CONVERTER

C.1 BACKGROUND

The John A. Volpe National Transportation Systems Center (Volpe Center) is a Federal fee-for-service organization within the Office of the Assistant Secretary of Transportation for Research and Technology (OST-R) of the United States Department of Transportation (USDOT). The Volpe Center’s mission is to improve the nation’s transportation systems. In partnership with sponsoring agencies, the Volpe Center provides technical research and analysis services to the USDOT, other Federal agencies, state agencies, and foreign national transportation organizations in connection with the transportation-related components of their missions.

The Volpe Center’s focus is on research and innovation in all areas of transportation to improve the transportation system for the future. The Volpe Center is an active partner with several agencies in defining and implementing the future transportation system. The Volpe Center is supporting the Federal Aviation Administration (FAA), Department of Defense (DOD), and other Federal agencies and is seeking contractual support to address the need to modernize the Air Traffic Control and Landing System (ATCALS) infrastructure in deploying and installing upgrades of current and future aviation system technology.

The Volpe Center utilizes a combination of Federal and Contractor personnel to marshal the broad range and quantity of skills needed to perform sponsoring agencies’ projects. By establishing a “pool” of professional technical and engineering resources, the Volpe Center can respond to uncertain, long-range requirements of its technical program in a timely and effective manner. The contractor will constitute an important part of the Volpe Center’s resources, and will provide high-technology capabilities and skills targeted to the Volpe Center’s programmatic requirements in the area of modernization and deployment of current and future ATCALS infrastructure.

C.2 SCOPE OF WORK

The Volpe Center supports the United States Air Force (USAF) on the Digital Airport Surveillance Radar (DASR) program. The DASR system is a Non-Developmental Item (NDI) S-Band Airport Surveillance Radar (ASR) designated by the Federal Aviation Administration (FAA) as ASR Model 11 or ASR-11. The military designator for the ASR-11 is AN/GPN-30. The USAF and the FAA have been jointly procuring the ASR-11 as a direct replacement for existing radar and beacon equipment at terminal facilities. DASR Site locations require 480VAC, 60Hz, 63KVA power input. DASR site locations within USAF-Europe (USAFE) are provided with Air Base source power at 50Hz. This is the standard for electrical service at European locations. However, the DASR system requires 60Hz for input power. Therefore, USAFE DASR sites were provided with a frequency converter (FC) to convert the 50Hz electrical service to 60Hz service. The USAFE sites that require frequency converter modification are shown in Table 1.

Table 1 – DASR USAFE Sites that Require FC Modification

The FCs at USAFE DASR locations experience high failure rates due to sensitive electronics integrated within an enclosure with poorly designed environmental controls, resulting in numerous outages and an Operational Availability below DASR threshold requirements. Program management requested a study or Analysis of Alternatives (AoA) to either relocate the sensitive electronics to a controlled environment or provide a more environmentally robust frequency conversion system as a modification to the existing frequency converter.

To replace the existing frequency converter, the Volpe Center procured motor generator (MG) sets, for each of the five DASR systems listed in table 1. The input motor is sized for windings to operate at the input voltage (400 or 480VAC) and the output generator is sized to produce power at 480VAC. The generator is driven via a belt drive by the motor. The gear ratio is designed at a ratio of 6:5 thus converting frequency from 50Hz to 60Hz.

The purpose of this procurement is to provide one additional MG set, to serve as a spare and to reside at Ramstein AB, Germany unless otherwise needed by the USAF.

C.3 TASKS

C.3.1 MG Set. The contractor shall deliver one (1) motor generator sized at 63 KVA to Ramstein AB, Germany. The MG Specification is attachment 1.

C.3.2. Test

C.3.2.1. The Contractor shall demonstrate MG performance in-plant. The Government will identify the appropriate portions of the FAT procedure used under the original procurement to be demonstrated after acceptance of the FAT procedures.

C.3.3 Logistics

C.3.3.1 Technical Manuals

The Contractor shall provide an Operations and Maintenance Manual. The manual shall include a parts list.

C.3.3.2 Drawings

The Contractor shall provide interface drawings that will identify the basic physical features of the MG set and its structural and electrical interfaces. This information is required in advance of delivery of the MG set in order for the government to design and build concrete foundation interfaces and to provide infrastructure to support the electrical interfaces.

C.3.3.3 Preventive Maintenance Instructions

The contractor shall provide a set of preventive maintenance instructions (PMI) to be expected on the MG set for monthly, biannual and annual maintenance checks.

C.3.3.4 Warranty

The contractor shall provide a one year warranty for the equipment to start after acceptance of the equipment on site.

C.3.3.5 Spares

The contractor shall provide a recommended spares list and cost in the proposal.

C.3.3.6 Shipping

The contractor shall ship the MG set, spares and support equipment to Ramstein AB, Germany.

C.3.4. Data

In the conduct and support of the above tasks, the contractor shall prepare and submit the following CDRL items.
