Procurement Request No. V3351159

DEPARTMENT OF TRANSPORTATION

OFFICE OF THE ASSISTANT SECRETARY FOR RESEARCH AND TECHNOLOGY

VOLPE NATIONAL TRANSPORTATION SYSTEMS CENTER (VOLPE CENTER)

INSERT OFFICE OF THE TECHNICAL INITIATOR OF THE PR

SOLE SOURCE JUSTIFICATION

A. Description of Supplies/Services.

The Volpe Center requires an additional frequency converter (FC) motor generator to support the United States Air Force (USAF) Digital Airport Surveillance Radar (DASR) systems in Europe. Previously 5 FC model type motor generator (MG) sets were purchased under a competitive order DTRT5717P80072. After award Volpe realized that a backup frequency converter (FC) motor generator would be needed by the USAF to maintain continuity of operations should one fail. In order to maintain continuity of both operation and training the same frequency converter (FC) motor generator needs to be purchased from American Electrical Enterprises, Inc (AEEI). The estimate for this procurement is $39,000.00.

B. Market Research.

The PR initiator conducted market research in January 2017 for procurement of frequency converter (FC) motor generators which led to the competitive solicitation and award of order DTRT5717P80072. The market research conducted at that time required a specific specification for the frequency converter (FC) motor generator. For this purchase of a spare motor generator, the only company able to provide a motor generator with identical parts, manuals, maintenance procedures, and customer support would be the OEM of the first five systems (AEEI).

C. Supporting Rationale.

(1) Sole Source: Only one responsible source and no other supplies or services will satisfy agency requirements.

(i) The requirement for the spare motor generator is that it is identical to the five already purchased under

DTRT5717P80072 in order to provide continuity in terms of parts, maintenance, manuals, and contractor support.

A motor generator procured by a 3rd party would be a one-off system that does qualify as a spare.

(ii) Since AEEI provided the original 5 motor generators, they are the only source capable of meeting this requirement.

(iii) No other contractor can provide a match to the AEEI generator without first examining the AEEI product, discovering AEEI’s material sources, developing new system drawings, and rewriting manuals to accommodate the variances from their original product line. Doing so would take an additional several months that is not within Volpe’s schedule for this requirement. Also, the costs associated with reverse engineering the existing AEEI units and fabricating a new device has been determined to not be cost effective or otherwise in the Government’s best interests.

(2) Brand Name: A specific brand that is available from multiple vendors. N/A

(3) Unusual and Compelling Urgency. N/A
