Amendment A000004

DTRT5716R20007

June 21, 2016

The purpose of this Amendment is to address and clarify three questions regarding solicitation DTRT5716R20007 as follows:

1. Question: For consent, is it correct to assume that T&M Subcontractors are required to include a signed statement that the offered rate is the “most favored customer rate” or explain why the most favored customer rate was not provided only if proposing commercial billing rates?

Response: Yes to both, each subcontractor shall provide a signed statement citing “Most Favored Rate” or cite why such a rate was not applicable for this work. In addition, each subcontractor shall provide proof of this most favored rate from past paid invoices and/or providing cost buildup clearly showing how that rate was determined.

2. Question: In Amendment A00002, it is proposed that the J.2 labor category, Technical Staff, is further delineated by dividing Technical Staff into two sub-labor categories: Senior Technician and Junior Technician.

a) We need clarification regarding how the labor categories are to be priced and provided as part of this solicitation. (see Response below)

b) Could you please provide labor category description and qualifications for each of the two sub categories: Senior Technician and Junior Technician? At present, we have no years of experience for the delineation between the two. (see Response below)

Response: SENIOR TECHNICIAN - to perform successfully in this capacity, the individual must have a combination of education and experience totaling at least (10) years in a technical area directly related to the SOW.

Response: JUNIOR TECHNICIAN - to perform successfully in this capacity, the individual must have a combination of education and experience totaling (5) years to (10) years in a technical area directly related to the SOW.

c) Please clarify as to how the 2,000 hours attributed to the Technical Staff should be distributed.

Currently, there are 2000 hours in Junior Technician LCAT and -0- allocated to the Senior Technician LCAT. Please advise how the 2,000 hours should be divided between Junior Technician LCAT and Senior Technician LCAT to ensure consistent allocation among respondents and that a labor rate can be provided for both labor categories in the labor rate table. Or alternatively if the Senior Technician LCAT should be removed and no rate provided.

Response: SENIOR TECHNICIAN – 500 hours Response: JUNIOR TECHNICIAN – 1,500 hours

3. Question: There are conflicting statements on the schedule files (Attachment J 6 Schedules 1-10 (revised) regarding the period to be used.

a) Please confirm that all schedules are to be only be filled for the assumed evaluation period of “November 1 2016 – October 31, 2017”

Response: Schedules 6-8 have been corrected (see attached Attachment J.6 Revision 2) for year one (1) quantities as required. Year One (1) is 1 November 2016 – 31 October 2017 to establish maximum factors for the master contract.

Amendment A000004

DTRT5716R20007

June 21, 2016

b) Please confirm that any all statements such as “Offerors shall enter the costs for the entire 5 year performance period for this schedule” found on Schedule 6 should be removed. Similar statements are found on other schedules such as “Note: The subcontract values for schedule 7 are for the full 5 year performance period” found on schedule 7, “Note: Offerors shall provide this table for each year of contract performance” found on schedule 8, totals column found on schedule 4.

Response: Schedules 6-8 have been corrected (see attached Attachment J.6 Revision 2) and only year one

(1) quantities are required to establish maximum factors for the master contract.
