Amendment No. A0001

1. The purpose of this Amendment is to revise sections of the solicitation and provide responses to the questions received in response to the RFP.

2. Section L, Subparagraph L.4.D., Page 63, the Direct Labor section is hereby revised to read as follows:

Direct Labor

Offerors must determine what types of labor categories are needed to accomplish the statement of work and how many hours are expected to be required for each category. Offerors shall propose labor hours and labor categories using the eight labor categories listed in Section J, Attachment No. J.1, in addition to other labor categories listed elsewhere in this solicitation.

Offerors shall show calculations used to compute the proposed direct labor rates. Provide the basis and rationale for the labor rates proposed; for example, company-wide bidding rates, current salary data for named individuals, survey data, or anticipated new-hires, etc.

Provide the current labor rates from payroll records and show those labor rates escalated to the cost proposal performance period for individuals whose resumes are provided in the Technical Proposal.

Current labor and salary data should be escalated to the performance period. Provide rationale for the escalation factors used. Show all calculations.

3. Section L, Subparagraph L.4.D., Page 68, Schedule 2, insert a row and add the words “Other Labor Categories” in Schedule 2 after the row “Junior-level Analyst”.

4. Section L, Paragraph L.5, Page 74, the paragraph entitled Program Manager is hereby corrected to read as follows:

Program Manager

The Offeror must identify the individual who will serve as the overall Program Manager for this contract and who will be identified under the Key Personnel clause in Section I, Paragraph I.5.

The individual’s resume shall be submitted in accordance with the requirements outlined below.

5. The questions, with the corresponding answers, are as follows:

Q.1. In addition to examining distracted and alcohol-impaired driving, would the Volpe Center like to examine campaigns focused on drugged driving (e.g., driving under the influence of marijuana) or other safe driving issues such as drowsy or aggressive driving?

A.1. No, not for this solicitation.

Q.2. As part of Task 3, we will collect campaign materials targeted at consumers, and— whenever possible—we plan to include these sample materials in the campaign report (Task 8) and messaging catalog (Task 9). Does the Volpe Center envision states and other stakeholders using or adapting these sample materials? If so, we will need to request releases from the organizations that developed the campaigns.

A.2. Releases will be required for any copyrighted materials placed in the Catalogue. The contractor must describe any copyrighted campaigns that are not released, include them in the Catalogue, and note in the Catalogue that they are copyrighted and that no release was given. The Contractor shall provide all release statements to the Volpe Center Contracting Officer’s Representative.

Q.3. Whom does the Volpe Center envision as the respondents for the state survey (Task 3B) that would have sufficient knowledge of all relevant campaigns (e.g., state GHSA directors, NHTSA regional office directors)?

A.3. NHTSA Regional Office and the State GHSA directors.

Q.4. Our understanding is that the Part C: Past Performance volume of the proposal should include the following items: (1) a list of all federal government contracts with a value of $150,000 or greater and awarded within the last five years that are similar to the current project in terms of topic area or technical activities; (2) a more detailed summary of the five most relevant contracts (one page per contract); and (3) past performance reports (CPARS) completed by the government technical officer for the five most relevant contracts. Is this correct?

A.4. Yes. Page 76 of the RFP states “From the above list, the Offeror must select no more than five contracts that the Offeror considers the most relevant in demonstrating its ability to perform the proposed effort.”

Q.5. Article I.6.c on page 47 designates the information under this contract as requiring a security impact level of Moderate. We were expecting most of the communication campaigns to be public documents. Given that “Moderate” security designation comes with added costs, could the Volpe Center please clarify what elements of the scope of work require this extra protection?

A.5. This is a Transportation Acquisition Regulation clause, TAR 1252.239-70, and the purpose is to ensure the Volpe Center can expect that information systems are not susceptible to unauthorized access allowing for changes or file corruption.

Q.6. Could the Volpe Center give an anticipated funding range for this scope of work?

A.6. No, the Government cannot provide this information.

Q.7. The project—and Task 3, in particular—does not appear to require OMB approval given the small sample size. Is this an accurate assumption?

A.7. Yes. This assumption is accurate.

Q.8. Could the Volpe Center expand upon how the reports in Tasks 7 and 8 differ—perhaps by purpose, audience and how each shall be used?

A.8. The report described in Task 7 is a technical report directed to NHTSA that describes the work (e.g., approach, findings) to be completed by the contract. The report described in Task 8 is intended to educate the State employees who may be less technical (i.e., may not have advanced degrees in cognitive social psychology) and is tasked with implementing a communication campaign for distracted or impaired driving.

Q.9. For Task 10, who is the intended audience for the Traffic Safety Facts Report?

A.9. Traffic Safety Facts is a NHTSA publication that summarizes research findings or statistics on pertinent safety issues. The publication targets the public or relevant stakeholders of a given issue.

Q.10. Instructions page 74. May Offerors propose labor categories in addition to the listed ones in the RFP?

A.10. Yes. See Paragraph No. 2 and Paragraph No. 3 above.

Q.11. What is the anticipated starting date of this research?

A.11. Section L, Subparagraph L.4.A., Page 62, states as follows: “Offerors should assume an overall period of performance of 40 months from date of award, which is estimated to be October 1, 2015.”

Q.12. Please clarify the specifics around the nine states: Are they to be determined prior to the contract award or after? Are there criteria for inclusion, or are the criteria something the bidder would establish? Do we need any formal commitment from representatives of the state within the proposal itself?

A.12. The Volpe Center will provide the Contractor with the nine States to survey after contract award. Additional States will be provided to the Contractor in the event that any of the initial nine cannot participate.

Q.13. Are there any expectations for total FTE?

A.13. Yes. See Paragraph No. 2 above and the revised paragraph entitled “Direct Labor”.

Q.14. Are the labor categories named in the RFP the only expected categories, or is an alternate staffing plan allowed?

A.14. Yes. See Paragraph No. 2 and Paragraph No. 3 above.

6. Please acknowledge receipt of this Amendment with the submission of your proposal.

7. All other terms and conditions of the Solicitation remain unchanged.
