Background
A large component of Volpe Center work is providing transportation related support to other federal organizations. Volpe uses a combination of Federal and contractor personnel to provide the breadth and depth of knowledge and skills required to carry through our sponsoring agencies’ projects. The contractor will be an important part of Volpe Center’s resources and will work closely with Volpe Center staff.
Objective
Acquire the services of contractors to provide technical support to address the need to modernize the Air Traffic Control and Landing System (ATCALS) and Maritime Domain Awareness (MDA) infrastructure in deploying and installing upgrades of current and future aviation and maritime system technology.
TASK AREAS OF WORK
ATCALS Component oStandard Terminal Automation Replacement System
(STARS) Surveys and Engineering, Site Preparation and Relocation oOther emerging ATCALS support activities Maritime Component oShipboard Automatic Identification System (AIS) installation oShore side AIS base station and VHF radio installation o Maritime Safety and Security Information System (MSSIS) Installation, Integration and Repair
Technical Overview – ATCALS Component
STARS Site Survey, Preparation and Relocation
• Thirteen (13) technology Refreshment efforts to replace STARS G1 or G2 systems with STARS ELITE at Radar Approach Control (RAPCON) and tower locations
• Twenty-two (22) technology refreshment efforts to replace STARS G1 or G2 equipment with STARS ELITE or STARS G4 at USAF towers dependent on FAA Terminal Radar Approach Control (TRACON) facilities
• Thirteen (13) efforts to replace legacy FAA automation equipment with STARS ELITE or G4 at USAF towers dependent on FAA TRACONs
Component
STARS Site Survey, Preparation and Relocation Typical Tasks Phase 1 - Site Survey and Engineering o Develop the project requirements for phases 2 and 3. The survey includes an evaluation of the physical space, electrical power, heating, ventilation, and air conditioning (HVAC), grounding and any other physical or infrastructure issues that could impact the site preparation activities. Site surveys are usually coordinated so the equipment manufacturer is present during the survey.
Phase 2 – Site Preparation o Prepare the site to receive the new system This may entail installing new electrical wiring, communications, GPS antenna, electrical grounding, and computer rack systems. Site preparation activities are typically scheduled to allow for a schedule overlap with the equipment manufacturer to allow for a site readiness status check. The site preparation activities are usually scheduled to begin about one year following the site survey.
Phase 3- Site Cutover, Equipment Relocation, and Deployment o Support the final relocation of a new STARS installation and the removal of legacy systems and infrastructure. This phase is optional and will be executed only if the new system was installed in a temporary location until removal of the legacy system is scheduled or the base requests additional assistance during cutover
