Question 1: Paragraph L.3.E.2 on page 48 of 61 requests that offerors submit the “Cost of

Money”. However, it is unclear where to note that figure on Schedules 1, 2 or 3.

Answer 1: If an offeror needs to propose Cost of

Money (COM), Schedule 2 can be manipulated as needed to add it. This is the only Schedule where COM would need to be identified. Neither

Schedule 1 nor 3 require a breakdown of prices where COM would need to be separately identified.

Question 2: Please confirm that all travel costs will be considered a direct cost of the work.

Answer 2: There are no travel costs associated with the pricing required for submittal in accordance with Section L.3 Instructions for

Price Proposal. Travel costs may be required at the task order level and will be governed by the task order request for proposal (reference G.4

Ordering Procedures, specifically paragraphs B(1) and B(2) on page 21 of the solicitation).

Question 3: Referring to Schedule 1 please explain the information needed for item 4 “Type of Contract or Subcontract”.

Answer 3: As stated in provision 52.216-1 Type of Contract (page 42) and paragraph B.3 Pricing

(page 5) the Government contemplates award of an

Indefinite-Delivery-Indefinite-Quantity contract(s) with task orders to be issued on a

Firm-Fixed-Price (FFP) basis. If offerors are proposing any subcontract costs the subcontractor must also complete this form (reference paragraph

L.3.E.3 on page 48 of the solicitation).

Question 4: Referring to Schedule 1, item 7, please explain the word “Cognizant” with respect to an Administrative Agency and Audit Agency. Is a reference from a Government agency and

Government auditor aware of our firm what is required?

Answer 4: Yes, if an offeror has worked with their Government administrative office, i.e., Defense Contract Management Agency, or audit office, i.e., Defense Contract Audit Agency, they should so list by completing all the fields. If

an offeror has no such information they should so state, i.e., N/A, unknown, etc.

Question 5: Considering the nature of the work covered under this RFP should the “Plumber” labor categories be changed to “Sprinkler Fitter”?

Answer 5: The Government views plumber synonymous to sprinkler fitter. The key is must be licensed to conduct the piping fit ups, hydro testing, etc. for the pressurized sprinkler systems within these various Federal Aviation

Agency facilities. Specific details shall be dictated at the task order level depending on if the facility is owned or leased. Leased facilities typically involve specific requirements from a local authority having jurisdiction.

Question 6: Reference paragraph L.3.E.3 on page

48 of 61. Are offerors to name and commit to using one subcontractor or a particular item of work? Does that contractor need to submit an entirely separate technical proposal?

Answer 6: Offerors must propose any subcontract they may use for the technical proposal being submitted in response to the Section L

Instructions, Conditions, and Notices to Offerors or Respondents as set forth in this solicitation.

Separate proposals will be required for task orders and subcontracts other than those proposed at the base contract level may be used.

Subcontractors do not submit the technical proposal – the prime contractor must show technical acceptability and must clearly explain in their technical proposal the “duties” of any proposed subcontractor.
