U.S. Department of Transportation (U.S. DOT) Task Order Solicitation #DTPH56-13-BP-000003 Pipeline and Hazardous Materials Safety Administration (PHMSA) Limited Sources Justification

LIMITED SOURCES JUSTIFICATION

Task Order Solicitation #DTPH56-13-BP-000003 Portal Implementation for

"PHMSA's Information Technology Modernization and Development"

This acquisition is being conducted under the authority of the Multiple Award Schedule Program.

Following the format prescribed at FAR Subpart 8.405-6(c)(2), this document serves as the limited sources justification for the purchase of IT development support services from Booz Allen Hamilton (BAH) for PHMSA’s IT Modernization initiative.

1. Agency & Contracting Activity:

This acquisition is for the U.S. Department of Transportation, Pipeline and Hazardous Materials Safety Administration (PHMSA). The contracting activity is the Acquisition Services Division, PHA-30.

2. Nature/Description of Action Being Approved:

The action submitted for approval covers the acquisition of IT services from Booz Allen Hamilton to implement the activities outlined in the PHMSA Portal Implementation Plan, which was completed under BPA Task Order #DTPH56-12-Z1-000001, “Portal Design for PHMSA's Information Technology Modernization and Development.”

Acquisition Objective:

The objective of this acquisition is to provide the Government with the most cost efficient and effective use of resources by leveraging the functional and technical expertise gained under task DTPH56-12-Z1-

000001 (BPA# DTPH56-12-A-000001).

Project background:

Task Order #DTPH56-12-Z1-000001, “Portal Design for PHMSA’s Information Technology Modernization and Development,” was awarded to Booz Allen Hamilton (BAH) on September 25, 2012 as a firm-fixed price task order/call under BPA #DTPH56-12-A-000001. The task order contained three primary Items:

(1) user interface/site architecture (user interface with page navigation and flow); (2) identity, access and entitlement management model (authentication and authorization); and (3) technical design using PHMSA’s existing technical stack and licensing. The deliverable for Item 3 (technical design) included the high-level roadmap and sequencing plan required to develop and implement PHMSA’s portal requirements as designed. Task Order #DTPH56-12-Z1-000001 concluded March 28, 2013 with acceptance of all deliverables.

3. Description of Supplies or Services:

PHMSA requires IT services from BAH for the development and implementation of the formally designed PHMSA Portal. This task covers development and implementation of the portal based on the design developed by BAH under Task Order #DTPH56-12-Z1-000001. The portal must be ready to support the production deployment of the Hazmat Field Operations Case Management System – the production implementation of which is currently scheduled to be completed by 9/1/2013. At a minimum, this task will cover three core Items that are essential for successful implementation of the portal and deployment of the Field Operations Case Management System: (1) Migration Readiness Assessment; (2) Establish Framework Services; and (3) Migrate Field Operations Application. Additional items have been identified under the scope of this task, but have been classified as optional based on available funding, hardware availability, licensing and security factors that are not available at this time.

Core Requirements

1. Migration Readiness Assessment

2. Establish Framework Services

3. Migrate Field Operations Application

Estimated Sub-total (core): $545,600 Optional Requirements

1. Provide Strategic Communications Support

2. Implement Architecture and Hardware Upgrades

3. Implement Security Enhancements

4. Migrate Additional Applications(*in relation to option #3)

5. Deliver Performance Measurement Support

6. Provide End-User Training Support

7. Provide Technical Support

Estimated Sub-total (optional): $1,977,600

4. Authority and Supporting Rationale:

In accordance with FAR 8.405-6(a)(1)(i)(C), PHMSA has determined that “in the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order.” The original order (DTPH56-12-Z1-000001) was placed in accordance with the applicable FSS ordering procedures, and was not previously issued under sole-source or limited-sources procedures.

At this time, PHMSA intends to proceed with development and implementation of the PHMSA Portal based on the Requirements and Design delivered under Task Order DTPH56-12-Z1-000001. This development and implementation work is intimately connected to, and an extension of, the Requirements and Design work completed under the previous task order. In the interest of economy and efficiency, PHMSA believes the Portal Implementation task is a logical follow-on to the original (competed) task. PHMSA has already invested 26 weeks of formal technical design, with BAH analyzing portal requirements and the associated upgrades required to meet PHMSA’s long-term portal goals.

During this period, the BAH staff acquired in-depth knowledge of the goals and vision of the portal, built rapport with PHMSA Portal stakeholders and demonstrated knowledge of the procedures and resources required to perform this task. Additional understanding of PHMSA’s goals was acquired through in-depth research and analysis, strategic planning, outreach, and a variety of additional activities completed during the previous Requirements and Design task. This institutional knowledge will be invaluable to the development of the portal, establishment of framework services and migration of the newly developed Field Operations Case Management System.

The PHMSA Portal development will be a complex system of interrelated software applications; the BAH team’s advanced understanding of the processes, hardware and software required to support the project through the development and implementation phases will result in efficiencies that would be foregone if a new contractor were brought on-board. The team’s in-depth knowledge of the proposed system design will enable them to deliver within a reasonable timeframe and without resulting in substantial duplication of cost to the Government which would not likely be recovered through competition. BAH has an advanced understanding of PHMSA’s requirements for Identity Management (IdM), Oracle Licensing options, and infrastructure enhancements. Their experience with the Requirements and Design task allowed them to gain in-depth, mission-critical capabilities not available from other contractors without duplicating efforts and costs.

PHMSA has determined that it would be in the Government’s best interest to award the task order as a logical follow-on; competing this requirement would cause critical delays in fulfilling the Government's needs, as well as costly and inefficient redundancies. An award to Booz Allen Hamilton will allow the Government to retain the knowledge and skills gained under the original order, and to leverage its buying power to gain best value and receive high quality services. For the aforementioned reasons, PHMSA determines that the circumstances cited at FAR 8.405-6(a)(1)(i)(C) are applicable to this requirement, and that the BAH team represents the Government’s best value as a source for providing the required services.

5. Determination of Best Value:

The General Services Administration (GSA) has already determined the prices under schedule contracts to be fair and reasonable pursuant to FAR 8.404(d). Also, as alluded to in Section 4, the administrative costs of re-competing the requirement and training a new contractor would be duplicative and result in inefficiencies. Based on these factors, the Contracting Officer has determined that this order represents the best value for the Government

6. Market Research & Results:

Market research was not conducted for this task.

7. Other Facts Supporting the Justification:

Issuing a sole-source logical follow-on to Task Order #DTPH56-12-Z1-000001 is advantageous to the Government because Booz Allen Hamilton has already gained and demonstrated institutional knowledge of management expectations, preferences, and mechanisms for delivery, as well as technical expertise in understanding the complexity of the PHMSA Portal. Their understanding and demonstrated contract execution is critical to the mission and could not be replaced in a reasonable time period by any other source without duplicating efforts achieved during the current task order.

8. Actions to Remove or Overcome Barriers:

PHMSA’s Blanket Purchase Agreements (BPAs) for the IT Modernization initiative are designed to create a network of qualified and knowledgeable contractors able to perform development and implementation tasks such as these. In the future, PHMSA will compete new tasks among the BPA holders to ensure fair opportunity is given and best value is received.
