Q1. In recent years, NHTSA has permitted proposals to be submitted electronically versus via CD-ROM's. Therefore, would NHTSA allow this proposal to be submitted electronically?

Answer: We decline to revise the proposal submission method for this specific requirement.

In accordance with Section L.8 of the RFP. the Offeror shall submit its proposal on CD-ROMs.

The technical proposal must be presented on CD-ROMs separate from the business management proposal. A total of five (5) CD-ROMs containing the Offeror’s Technical Proposal and a total of five (5) CD-ROMs containing the Offeror’s Business Management Proposal must be provided. Proposals may be provided in Microsoft Word, Excel, or PDF formats. Due to security constraints, delivery of documents via USPS may be delayed. Therefore, CD-ROMs should be sent via UPS Ground, Federal Express, or other commercial carrier.
