Compliance Test Program for Tires Amendment 000003 Responses to Questions and Answers

Question 1 – C.3.2 Compliance Test – j-4)-iv

States that Contractor shall begin testing within two (2) business days after the receipt of the test items and complete all testing within four (4) business days after the receipt of the test items. This will not be possible if there are a large number of tires.

NHTSA Response

The purpose and intent of the rapid response testing is to be able to get testing results and/or reports such that feedback or data can be given within the specified schedule. The purpose is to test suspicious tires as the office learns about them; the benchmark to use is from 7 to 12 tires. For testing a large number of tires we would conduct the normal schedule for compliance.

Question 2 – D.2.1 TEXT

Does this indicate that all submissions need to be submitted using Times New Roman with font size 12?

Do all charts and summaries (in excel format) need to follow the Times New Roman at 12 font size?

NHTSA Response

a) The deliverables which are reports should be submitted in Times New Roman font size 12.

b) Charts and Graphics should be submitted such that it can be readable when those are included with the submission of the report.

Question 3 - G.3.2 - 1252.237-73 Key Personnel –

Is this page supposed to be filled out by itself or as this information will be shown in the proposal in other locations? i.e., is this page to be completed and submitted by itself?

NHTSA Response

Please be informed that section G.3.2 – 1252.237-73 Key Personnel will be completed by the Contract Specialist at the time of award.

Question 4 – Section K

Where does this information go in the submission?

NHTSA Response

The Offeror shall complete all Representations, Certifications, and Other Statements included in Section K and submit as part of the Business Proposal (Volume II).

Amendment 000003 Responses to Questions and Answers

Question 4 - L.8 – Page limit of 25 pages.

It is impossible to include all requested information for the Technical proposal in 25 pages. I have reviewed the requested information, including all the details requested, etc. I think it would be possible to produce this detail in about 100 pages, but that will involve reducing requested information.

NHTSA Response

NHTSA has increased the technical proposal’s page limitation from 25 to 100 pages; excluding a Cover Page, Table of Content, and Appendix/Reference pages. Technical proposals exceeding 100 pages will be will be removed from the proposal and will not be evaluated.

Questions 5, L.9 - Part IV, - M.2.3 – Past Performance and Prior Experience

I am unclear how Attachment J.7 is supposed to be filled out. Do we use 3 copies of page 1 of 3 for 3 different customers for you to fill out? Or are we supposed to send this attachment to 3 different customers for them to fill out? If it is the latter, then there will be 9 pages minimum for J.7. Or are we supposed to list start and completion days for 3 test programs and send to customers. Then how would we use J.7 to complete?

NHTSA Response

Attachment J.7, Past Performance should be sent to 3 different customers. The attachment packet is 3 pages. Therefore, 1 set (pages 1 -3) should be provided to each vendor.

Question 6, L.9 - Part IV, - M.2.3 – Past Performance and Prior Experience

I am unclear how Attachment J.7 is supposed to be filled out. Do we use 3 copies of page 1 of 3 for 3 different customers for you to fill out? Or are we supposed to send this attachment to 3 different customers for them to fill out? Examples of well written reports showing are provided as demonstratives. Is the customer, as part of J.7 supposed to provide this?

NHTSA Response

See response to Question 6, above.

Question 7, L.9 - Part IV, - M.2.3 – Past Performance and Prior Experience

In M.2.3 Past Performance d. A summary of satisfied customers can be supplied in chart format. Is this acceptable?

NHTSA Response

Amendment 000003 Responses to Questions and Answers

Yes, a summary of satisfied customers can be supplied in chart format.

Question 8, L.9 - Part IV, - M.2.3 – Past Performance and Prior Experience

Prior Experience –Previous submission for 3 years was summarized in 13 pages, not Times New Roman, not 12 font size, providing you want all programs. Should some programs be eliminated to minimize pages?

NHTSA Response

NHTSA informs the Offerors to propose the programs they feel is appropriate to demonstrate their ability to meet our requirements. NHTSA’s response to question 7 stated that a chart could be submitted to show experience so that in itself may reduce pages. We are also increasing page limit to expand submission.

Question 9, L.9 - Part IV, - M.2.3 – Past Performance and Prior Experience

Part VI, Equipment #5. Please define what equipment certifications (ISO certifications) you are interested in. Our lab is compliant to ISO 17025, but individual pieces of equipment do not have ISO certification. The calibrations would fall under lab ISO certifications.

NHTSA Response

A response will be provided in a follow-up amendment.

Question 10 – Disclosure of Lobbying Activities

If there are no lobbying activities, is it necessary to fill out the form?

NHTSA Response

Yes, in accordance with RFP Section L.8 Proposal Format, Part II, item 2, “A completed Standard Form LLL, Disclosure of Lobbying Activities, must be completed and submitted in Volume II”.

Question 11- Attachment J.8- Subcontracting Plan Template

If there are no plans for any subcontracting, is it necessary to fill out the form?

Amendment 000003 Responses to Questions and Answers

In accordance with RFP, Section L.11 Small Business Subcontracting Plan, Subcontracting Plans do not apply to small businesses submitting proposals. Large businesses do not submit a Small Business Subcontracting Plan in solicitations and contracts that are expected to exceed $650,000. “Failure to submit and negotiate an acceptable subcontracting plan or the statement supporting the absence of subcontracting opportunities shall render the Offeror ineligible for award of a contract”.
