Technical Assistance on Law Enforcement for NHTSA’s Regional Offices

C.1 BACKGROUND

The National Highway Traffic Safety Administration’s (NHTSA) mission is to reduce deaths, injuries and economic losses resulting from motor vehicle crashes. Within traffic safety the Agency prioritizes occupant protection (including child restraints), alcohol- and drug-impaired driving, speeding, motorcyclist safety, pedestrian safety, older and novice drivers, distracted driving, fatigued driving, bicyclist safety, and school bus safety.

NHTSA has established national goals to increase seat belt usage to 89 percent and reduce alcohol-impaired fatalities to 39 percent by 2013. To meet these goals, NHTSA headquarters, the 10 Regional Offices, the States, and our partners must be able to coordinate their activities and work together in a consistent and predictable manner. Law enforcement agencies represent one of NHTSA’s strongest and most important partners, and their participation in enforcement efforts to support the agency’s goals is critical to continued success.

The NHTSA Regional Offices require assistance to secure and coordinate State LEL activities and focus attention on NHTSA national priorities to secure the participation of law enforcement agencies within their States. State and local agencies are key to delivering highly visible and effective enforcement of traffic laws. To accomplish our mission, law enforcement agencies need to become familiar with NHTSA’s priorities and programs and have the ability to seek out and obtain technical support. Regional Law Enforcement Liaisons (LELs) will provide this type of support in concert with the National LEL Program and State efforts for the greatest consistency and continuity of effort.

C.2 OBJECTIVE

The objective of this project is to identify and establish a contract with a vendor that can provide a Law Enforcement Liaison to offer technical assistance and support for traffic safety law enforcement outreach through coordination and cooperation with the National Law Enforcement Liaison function and State LEL operations.

The Contractor shall provide a Law Enforcement Liaison who will be responsible for providing the technical assistance necessary to increase and strengthen States’ law enforcement efforts focused on traffic safety. The LELs activities are to be planned, scheduled, and meet the needs of the NHTSA Region and States in a proactive manner. Regular contact with law enforcement agencies as well as highway safety offices, law enforcement training entities, and participating in meetings and conferences within their Region and States are anticipated to be significant activities for the LEL. The Contractor/LELs efforts shall include at a minimum:

• Encouraging law enforcement agencies to implement and/or expand traffic safety enforcement, especially high visibility enforcement, across the year.

• Encouraging agencies to improve their ability to plan and execute enforcement based on a data-driven approach of knowing where and when motor vehicle crashes and fatalities occur.

• Supporting States in organizing and conducting law enforcement-related events related to crackdowns and mobilizations at the State or local level.

• Obtaining, compiling, and organizing data for presentations to NHTSA.

• Regular reporting to the NHTSA Regional office and Headquarters on workload indicators and performance metrics established by the agreement with the Contractor/LEL.

The contractor shall develop charts or graphs using Microsoft EXCEL 2010 and shall insert these in the appropriate places within the text document. The contractor shall also provide the Microsoft EXCEL source file from which charts or graphs were developed.

D.2.3 Illustrations

NHTSA’s Office of Communication Services is responsible for developing or acquiring most illustrations found in NHTSA publications. These illustrations can take two forms:

a. Graphics – In the majority of cases, the Office of Communication Services will develop any needed graphics in collaboration with the COR. The Contractor shall provide text, graphs, and charts following the guidelines stipulated in D.2.1 and D.2.2 above. In some cases, the contractor may be required to develop graphics. In these cases, the Contractor shall use only software approved by the U.S. Government Printing Office (e.g. Adobe Illustrator).

b. Photographs – When photos are used in Agency publications, the Office of Communication Services typically uses existing photos or photos purchased through royalty-free sources. In the event the Contractor must supply photos for use in a publication, the photos must be high resolution images at least 300 dpi at the size used in the publication. Photos shall be supplied on a CD or DVD in either .tif format (for scanned images) or .jpg (for images downloaded to the CD or DVD directly from the digital camera.).

c. NOTE: If a photograph is supplied by an outside source (contractor, grantee, national organization, etc.), a release form must accompany the photo indicating that the human subjects in the photo authorize NHTSA to use the photo in its publications and on its Internet site. The contractor is responsible for ensuring that the necessary arrangements have been made with the photographer and the subjects in the photo to ensure that NHTSA has unlimited rights to use the images in print and on the web. The Contractor shall obtain, and provide to NHTSA, a written statement indicating that NHTSA has unlimited, unrestricted rights to the use of the photos.

D.2.4 Web-based Images

Occasionally, web-based images may be used in NHTSA publications. The Contractor is cautioned that copyright laws restrict use of many of these images even if this is not expressly indicated at the website. Additionally, the resolution of most web-based images is not high enough to provide a clear image when published. For these reasons, web-based images should not be used.
