STATEMENT
C.l BACKGROUND
The National Highway Traffic Safety Administration (NHTSA) is an agency of the U.S.
Department of Transportation (DOT). NHTSA's mission is to save lives, prevent injuries and reduce traffic-related health care and other economic costs. The agency develops, promotes and implements effective educational, engineering and enforcement programs with the goal of ending preventable tragedies and reducing economic costs associated with vehicle use and highway travel.
The Agency is comprised of a varied staff of professionals who develop and deliver these programs, conduct research, reach out to intermediary groups, collect and analyze statistics, and much more. In order to deliver the fruits of their efforts to the public, a set of seasoned, professional contract staff is needed to analyze impact test data, conduct engineering simulations, create publications, design web pages, support web content management, upload content to the Agency's website; and conference support.
C.2 OBJECTIVE
The Task Order will provide engineering support services for NHTSA’s Office of Vehicle Safety Research (VSR).
C.3 TASK ORDER SCOPE OF WORK
C.3.1 Kick-off Meeting
The Contractor shall schedule and conduct a two (2) hour kick-off meeting with the COR (TO) via teleconference within one week after Task Order award. The purpose of this meeting is to have an initial discussion about all issues relating to the Task Order and the accomplishment of its objectives. The Contractor shall provide minutes from the meeting as a written record of the discussion within 2 days after the initial meeting.
Within 2 weeks after Task Order award, the Contractor shall submit a draft project management plan (PMP). The PMP documents the overall approach to the management of this effort including, for example, schedule, risk management plans, staff and resource allocation plans, control practices, and interaction with stakeholders of other organizations (if applicable). This document shall be updated as needed to reflect authorized changes to the Task Order within 3 days of receiving the COR (TO) comments.
